Salary: £42,839 - £46,142 a year pro rata

Contract type: Fixed Term/Secondment

This position is available as a secondment opportunity for 12 months. If you are a permanent LBC employee, you must have written approval (an email will suffice) from your manager prior to applying and a copy will need to be submitted with your application. Luton Council is on an exciting transformation journey – and we're looking for a skilled Business Analyst to play a vital role in re‑imagining how our residents experience public services. As a Business Analyst within our Transformation function, you will be central to designing, improving and modernising services across the Council. You'll work closely with Service Designers, Transformation Leads, IT (DDaT), the PMO and Business Change colleagues to ensure our services are efficient, user‑centred and fit for the future.

Your work will include gathering and documenting business requirements, analysing current vs. future state processes, and recommending changes that drive real operational efficiency. You'll support project delivery teams by helping define system changes, shaping digital solutions and ensuring service redesign aligns with GDS (Government Digital Service) principles.

What you’ll be doing
  • Gathering, analysing and documenting business requirements with clarity and precision.
  • Assessing data, identifying trends and presenting complex information in a simple, meaningful format.
  • Working with colleagues to redesign and improve processes, systems and user experiences.
  • Applying GDS design principles and accessibility standards to service redesign.
  • Coaching colleagues, sharing best practice, and encouraging innovative problem‑solving.
  • Using recognised project management methodologies to plan and deliver work confidently and on time.
  • Facilitating collaborative conversations with stakeholders across the organisation to drive user‑centred solutions.
  • Supporting equality, accessibility and inclusive design across all services.
  • Designing and re‑engineering complex processes, including online user journeys, interactive form design, business logic workflows and integrations with third‑party systems.
About you
  • A strong problem‑solver with the ability to interpret complex datasets and identify patterns and insights.
  • Skilled in stakeholder engagement, negotiation and influencing.
  • Experienced with service analysis, process mapping and digital transformation.
  • Familiar with GDS design principles, usability standards and accessibility requirements.
  • Confident using recognised project management approaches.
  • Able to identify discrimination and champion equalities within our services.
  • A great communicator who can coach, support and inspire others.
  • Qualified to degree level or able to demonstrate equivalent experience and training.
  • Flexible and able to attend occasional meetings outside normal working hours (around 3 times per month).
  • Willing and able to travel within and outside the Borough as required.
