Overview
The Assistant Service Manager will provide high-level operational leadership and strategic support across the Adult and Specialist Rehabilitation Division. This newly established role is integral to ensuring the effective implementation of service transformation, maintaining high standards of patient care, and achieving key performance and quality targets. The postholder will lead service improvement initiatives, manage delegated budgets, oversee operational teams, monitor performance, and deputise for the Service Manager as required.
The role supports clinical teams, resolves operational issues, and drives continuous improvement across the division, requiring strong leadership, excellent communication, and the ability to manage complex service environments to deliver safe, high-quality, patient-centred care.
Main duties
- Operational Leadership Provide effective operational support across the division, ensuring high standards and responsiveness.
- Service Improvement Lead and implement service improvement projects aligned with divisional and organisational goals.
- Performance Monitoring Ensure achievement of performance and quality targets, including national access standards and KPIs.
- Financial Oversight Manage delegated budgets, monitor expenditure, and ensure financial compliance across the service.
- Staff Management Directly manage the admin members of the team.
- Service Planning Contribute to strategic planning, business case development, and service redesign initiatives.
- Stakeholder Engagement Maintain effective communication with internal teams and external partners, representing the service at strategic meetings.
- Clinical Support Support clinical teams with day-to-day operational issues and ensure timely resolution.
- Compliance and Governance Monitor waiting lists, RTT pathways, and ensure adherence to national and local guidelines.

Job responsibilities
- Develop a Services Delivery Plan (in partnership with the Senior Management Team) to meet service needs and contribute to the Trust’s annual planning process in line with corporate objectives.
- Plan and manage the implementation of projects to improve service delivery and Divisional performance against KPIs, ensuring delivery of organisational and service plans.
- Ensure strong financial service performance against plans through early problem identification and corrective action.
- Develop effective communication channels between staff, clinicians and management using a range of approaches to gain commitment and understanding of complex situations.
- Utilise specialist knowledge to assess, plan, evaluate and implement interventions across divisions.
- Maintain knowledge of NHS changes to advise the service on responding to changing requirements while maintaining best practice.
- Contribute to business planning and strategy to deliver effective care and achieve targets.
- Develop teams to ensure services are responsive to corporate and patient needs; manage designated staff and implement initiatives to improve performance.
- Support compliance with waiting time targets (including RTT) and monitor waiting lists to reduce breaches.
- Support the Trust’s performance management framework for the division and be accountable for key performance dimensions, including national access targets.
- Respond to operational issues day-to-day and ensure swift resolution; communicate effectively across cultural and language barriers as needed.
- Work with external stakeholders and contribute to networks related to the division.
- Lead and develop a multidisciplinary team to achieve improvements in patient access, clinic utilisation, clinical quality, patient satisfaction, training compliance, and data capture.
- Monitor the service improvement programme and collaborate with partners across the health economy; participate in Trust-wide initiatives as directed.
Person specification
Essential knowledge
- Knowledge of NHS and the financial/economic environment
- Knowledge of NHS waiting time targets, including PTL and 18-week targets
- Competent user of Microsoft Office
Essential experience
- Experience in working with multiple IT systems to interrogate data and produce reports
- Experience managing competing deadlines, projects and work streams
- Budgetary and financial management experience
