Job summary

NWSSP manages the full Procure to Pay process for all Health Boards/Trusts in Wales. This Assistant Head of Operational Procurement role is based at Alder House, St Asaph and will support Betsi Cadwaladr University Health Board.

Main duties

• Support the Head of Procurement in delivering Non Pay Savings, Compliance, P2P, Audit, and operational management of the procurement team.

• Monitor performance and align the Betsi Cadwaladr UHB strategic direction with NWSSP objectives as part of the IMTP plan.

• Foster continuous improvement and compassionate leadership across stakeholder sites.

Person Specification

Essential Qualifications

  • Postgraduate degree (MA/MSc/MBA) or demonstrable equivalent experience in a relevant area
  • Qualified to MCIPS
  • Sound knowledge of NHS and government policies, and the political and economic climate of healthcare delivery

Desirable Qualifications

  • Qualification in project management (e.g., management, alternative methodology)
  • Knowledge of e-business systems

Essential Experience

  • Proven service/process improvement or culture change experience (LEAN, Six Sigma, or equivalent)
  • Successful handling of complex or high-value procurements on time and within budget
  • Expertise in public procurement and contract management
  • Category management experience
  • Clear understanding of NHS Wales and Health Boards roles

Desirable Experience

  • Awareness of EFQM/Quality standards and ISO policies and procedures
  • Knowledge of the Provider Selection Regime (Wales)
