Job summary

Job description
Summary

The Asset Building Surveyor plays a crucial role in managing a sector of the Council's building programme requiring significant initiative experience and project management skills. This position is responsible for overseeing specification quality assurance programme delivery audits and procurement processes. The role involves conducting investigations, inspections and surveys of Council properties ensuring compliance with procurement processes and providing expert advice on building maintenance and projects.

Project Duration

8 weeks.

Responsibilities
  • Conduct investigations, inspections and detailed condition surveys of Council properties.
  • Oversee programme delivery and contract administration to completion.
  • Adhere to procurement processes in line with the Council’s Contract Procedure rules.
  • Advise schools and building managers on maintenance and project responsibilities.
  • Collaborate with school heads and governing bodies on building projects and maintenance.
  • Work with senior management to prepare briefs for building projects.
  • Stay updated on relevant legislation, regulations and guidance, applying them to policies and procedures.
  • Maintain auditable records of decisions and timelines for each programme.
  • Issue instructions to consultants, contractors and technical staff, coordinating professional disciplines.
  • Ensure compliance with Health & Safety laws and guidance.
  • Prepare reports, cost estimates, correspondence and maintain records and information.
  • Prepare orders for repair and maintenance works using the Council’s Schedule of Rates.
Key Responsibilities
People
  • Brief staff and stakeholders on council communications and service area matters.
  • Liaise with senior management, school heads, governing bodies and business managers.
  • Coordinate with Planning, Building Control and the energy team on relevant matters.
  • Collaborate with Corporate Health & Safety on policies and legislation.
Financial
  • Maintain accurate financial records.
  • Process payments related to building work on Concerto and 1 Business systems.
  • Manage payments for the Capital Programme building works.
Strategic
  • Contribute to the annual forward planning for Children’s Services regarding educational buildings.
Resources
  • Develop creative solutions for efficiencies, cost savings and benefits.
Planning and Organising
  • Manage large projects from client brief inception through design and construction stages.
Decision Making
  • Independently manage workload and project management, escalating complex issues as needed.
  • Provide advice and manage projects in the absence of the Building Surveyor Team Leader.
Requirements
Essential Criteria
  • Qualifications: HNC/HND in Building Surveying or equivalent.
  • Knowledge & Skills: Initiative experience, design and management ability; extensive knowledge of planning and building regulations.
  • Experience: Experience managing contractors on-site.
Desirable Criteria
  • Qualifications: Professional Construction qualification (MRICS CIOB) BSc in Building Surveying.
  • Knowledge & Skills: Familiarity with construction framework arrangements, Quality Assurance and MS Office applications.
  • Experience: Experience in public sector construction design, working with consultants, maintaining databases and applying Partnering and "Re-thinking Construction" principles.
Additional Work Elements
  • Availability to work outside normal office hours.
  • Ability to travel around the Borough using private transport.
  • Capability to work in multiple locations.
  • Must possess a full driving license.

Required Skills

Requirements: Degree or HND in Building Surveying, Construction Management or a related field or equivalent extensive experience in housing/property and planned works contract delivery.
