The Global Buildings Performance Network (GBPN) is a rapidly growing international not-for-profit organisation with a mission to reduce the impacts of climate change through policy reform in the buildings sector. GBPN works to drive measurable emissions reductions, increased health, and employment in a sustainable buildings sector.
In 2024, GBPN successfully developed the e-Compliance Platform for Eco Niwas Samhita (ENS 2024) for the state of Gujarat, which can be accessed here: https://gujaratensplatform.gbpn.org/. The platform has been tested and acknowledged by leading private-sector organisations and public-sector stakeholders in India for improving compliance with residential energy conservation codes and strengthening state‑level implementation capacity.
Following this success, the Bureau of Energy Efficiency (BEE), Ministry of Power, Government of India, has requested GBPN to extend this digital solution to a national‑level platform. This upcoming initiative will involve building a comprehensive, scalable compliance ecosystem that can be adopted by multiple states, ensuring consistency, efficiency, and improved monitoring nationwide.
To deliver this ambitious project within a tight 12‑month timeframe, GBPN will onboard a dedicated Platform Development Team responsible for developing the end‑to‑end technical solution. To ensure strong IT‑related coordination, governance, and alignment across all partners— including BEE, state SDAs, development firms, and internal GBPN teams—the role of a Technical (IT) Sr Consultant is essential.
THE OPPORTUNITY
GBPN is seeking the services of a Technical (IT) Sr Consultant to support the end‑to‑end delivery of a high‑impact digital platform within a tight 12‑month timeline. The Technical (IT) Project Manager will work closely with the Senior Manager at GBPN, the platform development team, and key government stakeholders.
Role Overview
The Technical (IT) Sr. Consultant will be responsible for ensuring smooth project governance, coordinating multiple teams, and managing timelines, scope, and quality throughout the platform’s development lifecycle. The role requires strong technical coordination capabilities and the ability to engage with diverse stakeholders, including BEE, state SDAs, and the external development firm.
Key Responsibilities
- Lead and coordinate all tech aspects of project delivery to meet the 12‑month development timeline.
- Oversee project governance, scheduling, workflow planning, and cross‑functional coordination.
- Liaise with stakeholders to gather requirements, consolidate feedback, and ensure alignment throughout the development process.
- Manage the project roadmap, including milestones for requirements gathering, alpha and beta releases, user acceptance testing, and final deployment.
- Track progress to ensure the platform development stays on schedule and within budget while meeting quality benchmarks.
- Identify delivery risks early (technical, operational, or process‑related) and facilitate resolution by working closely with technical experts, mainly the platform developer team.
- Lead all communication and reporting, ensuring timely updates to the reporting manager, GBPN leadership.
- Ensure effective coordination between UI/UX designers, developers, QA teams, and domain experts, maintaining alignment with the approved functional specifications.

Duration: 12 months (Jan – Dec 2026)
Engagement: Part time consultant role who could dedicate 4 hours a day and up to 0.5 FTE (50% – 2.5 days per week)
QUALIFICATIONS
We are looking for a consultant with the following qualifications
- Bachelor’s degree in Engineering, IT, Computer Science, or a related field.
- 5+ years of experience in project management, preferably in software or digital platform development.
- Experience coordinating with multiple stakeholders, including government agencies or technical teams.
- Good understanding of software development processes.
- Strong skills in planning, coordination, and tracking project timelines.
- Ability to identify risks and support technical teams in resolving issues.
- Strong communication and reporting skills.
- Strong organisational and multi‑tasking skills.
- Ability to solve problems proactively and manage risks.
- High attention to detail with the ability to manage both technical and operational aspects.
- Ability to foster collaboration between technical and non‑technical teams.
- Comfort working under tight timelines and in dynamic, evolving project environments.
SCOPE OF WORK AND REPORTING
Scope of work
The consultant will be responsible for managing the complete coordination and delivery of the platform development project. The scope includes, but is not limited to, the following tasks:
- Review Design and Functional Requirements: Conduct detailed reviews of all design documents, functional specifications, and technical requirements to ensure clarity, completeness, and alignment with project objectives.
- Daily Coordination With the Development Team: Hold catch‑up calls with the development team to monitor progress, resolve blockers, address showstoppers, and ensure smooth day‑to‑day execution. Frequency to be mutually discussed and decided.
- Regular Status Reviews: Lead daily, weekly, and milestone‑based status review meetings with internal teams and external stakeholders to track progress and ensure timely decision‑making.
- Manage Scope and Timelines: Monitor and address scope creep, schedule delays, and deviations from the roadmap. Ensure that corrective actions are taken quickly to keep the project on track.
- Remove Delivery Bottlenecks: Identify and resolve bottlenecks affecting the development team—whether technical, operational, or process related—to maintain steady progress.
- Oversee Testing Phases: Supervise integration testing, performance testing, and User Acceptance Testing (UAT). Review test results, log issues, and ensure timely resolution.
- Review and Validate Milestone Schedules: Ensure milestone timelines are realistic and achievable. Provide feedback and monitor adherence to the agreed roadmap.
- Maintain Risk and Issue Logs: Maintain a comprehensive tracker for risks, issues, challenges, and bugs. Ensure each item has clear owners, timelines, and follow‑up actions.
- Develop Mitigation and Bug‑Fix Plans: Prepare mitigation strategies for identified risks and issues, and work with the development team to create and track bug‑fix plans.
- Manage Escalations: Act as the central point for handling project escalations and ensure timely communication and resolution.
- Coordinate Requirement Meetings: Facilitate requirement‑gathering sessions among GBPN, BEE, SDAs, development partners, and other stakeholders to ensure alignment across the project lifecycle.
Tasks, Deliverables and schedule
- Weekly program status report with risks identified and mitigation plan (Jan 2026 – December 2026)
- A project tracker with live Gantt chart to be maintained
The consultant/expert /partner organization will report directly to the Project Manager for this project.
All final outputs will be subject to internal GBPN review procedures, and will need to be cleared by the Managing Director, India.
The consultant/expert /partner organization should be available for regular (monthly) meetings to discuss progress for which updates should be prepared in advance. These meetings can take place via teleconference as required.

CONTRACT TYPE AND SCHEDULE OF PAYMENT
For Individual Consultants and organizations
- Assignment through a (consulting) contract over a period of 12 months – with possibility for extension based on performance.
- The consultant/expert /partner organization will work from their normal place of work – focusing on the relevant region to cover.
Schedule of Payment:
- The consultant/expert /partner organization will be remunerated according to a schedule of payment agreed upon signing the contractual agreement. Invoices are processed upon submission of outputs and upon approval of the final report/contract output. The consultant/expert /partner organization may propose a payment schedule as part of the financial proposal.
