An international environmental organization seeks a Programme Assistant based in Málaga, Spain. Overall Purpose of the Position

The Programme Assistant provides technical, administrative, communications and coordination support to the Tunisia Project Office, with a strong focus on supporting the Mubadarat Programme in all its components, executing and ensuring the integrity of technical and financial monitoring processes for CSO grantees, assisting the national coordination of the programme and wider IUCN activities in Tunisia, preparing and managing communications, visibility materials and project information, and ensuring the timely and high-quality implementation of programme processes and office operations.

Duties and Responsibilities
Support to the Mubadarat Programme and National CSO Coordination

Technical and financial monitoring of CSO grantees.

  • Support the implementation of all phases of calls for proposals (outreach, reception, documentation, evaluations, notifications).
  • Review grantee workplans, budgets, deliverables, and supporting documentation for completeness and compliance.
  • Assist in the verification of financial reports, invoices, justification documents, and contractual requirements.
  • Monitor progress of CSO projects through regular communication, data collection, checklists, and documentation.
  • Contribute to field visits and prepare mission notes and follow‑up actions.
Support to Organisational Development and Capacity Building
  • Assist in collecting data for organisational development assessments.
  • Support logistics and coordination for training workshops and coaching sessions.
  • Prepare templates, checklists, agendas, and materials for CSO capacity‑building activities.
  • Track participation, training completion, and follow‑up actions.
Monitoring, Evaluation and Learning (MEL)
  • Maintain databases, indicators, tracking tools, monitoring files, and portfolio dashboards.
  • Support data verification and consolidation of MEL information for donor reporting.
  • Assist in documenting success stories, lessons learned, and case studies.
Support to Regional Implementation of Mubadarat
  • Liaise with the regional Mubadarat team and other country coordinators for data collection, reporting, communication, and cross‑country information flow.
  • Support harmonisation of templates, documentation, and reporting systems.
  • Assist in organising and preparing materials for regional meetings, workshops, and exchanges.
  • Contribute to reporting by providing accurate, timely national data.
Communications and Visibility for Mubadarat and the Tunisia Project Office
  • Collect and prepare content for social media, newsletters, website pages, and success stories.
  • Support the preparation of communication materials such as presentations, brochures, posters, fact sheets, and visual assets.
  • Support translation, editing, and finalisation of communication documents (Arabic/French/English).
  • Coordinate with the IUCN‑Med Communications Unit to ensure consistency with IUCN standards and visibility guidelines.
  • Assist in the organisation of visibility events, workshops, and public activities.
Tunisia Project Office Administration and Coordination Support
  • Assist with daily administration of project activities and coordination needs.
  • Contribute to the preparation of donor and internal reports.
  • Support office‑level operational duties as required.
  • Support procurement processes for events, supplies, consultants, and services in compliance with IUCN procedures.
  • Prepare administrative documents, meeting minutes, travel arrangements, and logistical planning.
  • Help prepare agendas, background notes, briefs, and documents for meetings and events with government stakeholders, donors, and partners.
  • Maintain organised and up‑to‑date digital and physical filing systems, and updated contact lists, calendars, and follow‑up actions.
  • Ensure that all work follows IUCN policies, administrative procedures, ethical standards, and safeguarding principles.
Reporting and Collaboration

The Programme Assistant reports to the National Coordinator / Tunisia (Senior) Programme Officer (TBC initially with IUCN Med CSO Support Programme Manager) and collaborates closely with:
• Regional Mubadarat team in Málaga
• IUCN‑Med Communications Unit
• Tunisia Finance & Administration Officer
• IUCN Members, CSO grantees and partners
• National institutions and stakeholders

Requirements
  • University degree in social sciences, environment, development, management, administration, or a related discipline.
  • Additional training in project management, finance, MEL, or communication is an asset.
  • 2‑4 years of demonstrated experience in a similar programme support role.
  • Demonstrated experience working with civil society organisations, NGOs, or international organisations.
  • Experience with communication tasks and content preparation.
  • Experience supporting project monitoring, document verification, or financial processes is an asset.
  • Work visa for Tunisia is required.
  • Strong organisational and administrative skills.
  • High attention to detail and ability to execute multi‑step processes accurately.
  • Good analytical skills for reviewing programme data and documents.
  • Strong communication skills.
  • Ability to prioritise tasks, meet deadlines, and ensure process integrity.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and digital collaboration tools.
  • Fluency in Arabic and French, both written and spoken.
  • Good working knowledge of English is required. Knowledge of Spanish or other Mediterranean languages is an asset.
  • Strong interpersonal skills and proven ability to work effectively in multicultural and multidisciplinary teams.
  • High level of integrity and strong commitment to IUCN values.
