Position Title

Quality Control Manager (QCM)

Area of Requirement

Vilseck/Grafenwohr MTF, Bavaria, Germany

Scope of Position

The QCM owns the Quality Control Plan (QCP), monitors contractor and subcontractor performance, and ensures all preventive and unscheduled maintenance inspections adhere to RPSS risk‑factor sampling requirements and timing guidelines. In this enhanced capacity, the QCM also leads audits of QC processes, develops corrective training for trade personnel, and integrates digital inspection tools to improve documentation fidelity. The QCM partners with safety and operations teams to analyze root causes of nonconformances, implements continuous improvement plans, and benchmarks performance against DHA‑Europe metrics.

Tasks and Capabilities Required
  • QCP Development & Management:
    • Submit and maintain the QCP per Attachment 10.0; review and revise biannually.
    • Define inspection frequencies (100% for Category 1/2 risk items; statistically valid sample rates for Categories 3/4) and pre‑qualify external laboratories and inspectors.
    • Implement digital QC data‑capture systems (tablet‑based checklists, photo logs) to streamline reporting.
  • Inspection & Nonconformance Tracking:
    • Conduct and document QC inspections; log nonconformances in a centralized database; assign risk ratings and corrective due dates.
    • Coordinate government‑observed checks; manage closure of punch‑list items within contract timelines.
  • Trend Analysis & Continuous Improvement:
    • Analyze inspection data to identify repeat‑failure patterns; develop and implement targeted reliability improvement plans.
    • Lead monthly QC‑review workshops with craft leads to share findings and update SOPs.
  • Reporting & Stakeholder Liaison:
    • Compile QC metrics for the Monthly Progress Report; deliver presentations to COR, FM, and DHA‑FE.
    • Coordinate corrective‑action verifications and re‑inspections; maintain audit trails for all QC activities.
Mandatory Experience and Certifications
  • Minimum 2 years’ QC evaluation/reporting experience in construction or facility management; 2 years in comparable healthcare settings.
  • Proficient with digital inspection tools and data‑analysis software.
  • Fluent in English and German (Level III proficiency).
Preferred/Desired Certifications
  • ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE).
  • Lean Six Sigma Green Belt.
  • ISO 9001 Lead Auditor Certification.
