JOB INFORMATION

Non-exempt (compensatory and/or overtime eligible; additional compensation to include steel/composite toe safety boots and a winter coat. In addition, the Department provides up to $1,000 in job-related training); full-time; 40 hours per week; Monday – Friday; 8:00 a.m. - 4:30 p.m.; full-benefits

This skilled technical position is responsible for National Pollutant Discharge Elimination System (NPDES), Municipal Separate Storm Sewer System (MS4), and NPDES Industrial General Permit compliance inspection and enforcement on publicly and privately owned sites within Frederick County and under the authority of the Division of Energy and Environment (DEE). Supervision is received from the Stormwater Department Head within that Division.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
  • Conduct on-site inspections and enforcement of:
    • Triennial inspections of County-owned stream restoration projects, roadside swales, green infrastructure, and other “alternative practices” as defined by the Maryland Department of Environment in the “Maryland Stormwater Design Manual” and “Accounting for Stormwater Waste load Allocations and Impervious Acres Treated” guidance
    • Frederick County’s reforestation programs, Creek ReLeaf, triennial inspection and private easement enforcement
    • Triennial existing roadside grass swale inspections
    • DEE funded Stormwater Best Management Practices installation and long-term maintenance
    • Provide inspection assistance to the Illicit Discharge Detection and Elimination Program, Stormwater Pollution Prevention Plan (SWPPP), and Good Housekeeping Plan, including use of Hach test kits
  • Read and review stream, wetland, reforestation, and other BMP restoration plans
  • Prepare and maintain detailed inspection reports on each assigned project and/or other incident response
  • Use electronic field tools like ArcGIS Survey123, ArcGIS collector, and Cartegraph; recommend updates and modifications as requirements evolve
  • Issue Violation Notices, Civil and/or Criminal Citations as necessary to gain plan/code compliance
  • Respond to citizen complaints or inquiries into Environmental issues within DEE jurisdiction
  • Perform other duties as assigned

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • High school graduation or equivalent
  • Minimum 2 years of work experience in the inspection, design or review of sediment control, stormwater management or forest resource related projects (or any combination thereof) - OR - Minimum 4 years of work experience in land grading and/or geotechnical testing fields
  • Possession of a valid automobile operator's license

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to maintain County Authorized Driver privileges
  • Knowledge of construction materials, equipment, tools, and methods related to the job responsibilities
  • Knowledge of civil engineering practices, mathematics, stages of construction and testing procedures
  • Considerable knowledge of MD 378 Dam Safety Specifications
  • Ability to read and interpret reports, plans, cut-sheets and specifications
  • Ability to write daily reports, complete site inspection forms, and take field notes
  • Ability to exercise sound technical judgment in the performance of assigned duties
  • Ability to effectively access and utilize computerized systems and equipment, including word processing, spreadsheets, presentations, database, and email software (e.g. Microsoft 365)
  • Ability to develop and maintain effective working relationships with co-workers, contractors and the general public
  • Strong and effective spoken and written (English) communication skills including the ability to compile, prepare and present clear, concise and accurate reports, forms letters, and records

PREFERENCE MAY BE GIVEN TO:

  • Related work experience at the local government level in stormwater
  • Work experience in project management and time management
  • Work experience in water quality sampling

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to frequently sit, walk, and drive; occasionally climb; and rarely stoop, lift up to 50 pounds, reach and perform repetitive motions
  • While working in this position, the employee is required to frequently work indoors and outdoors; occasionally walk on uneven ground and work near machinery; and rarely work in hot temperatures above 100 degrees, cold temperatures below 32 degrees, work in dirty, dusty and noisy environments, work in confined spaces, work at heights, work below ground level, work near chemicals or fumes and is required to wear protective equipment
