Overview

Cyber Security Engineer – Top Secret Clearance | Germany
Cambridge International Systems, Inc.

Join a dynamic global team united by shared values: commitment, integrity, and perseverance. At Cambridge, you’ll work alongside top talent worldwide, tackling some of today’s most complex and critical challenges in defense and security.

We are currently seeking a Cyber Security Engineer to support operations in Moehringen, Germany. This is a full-time, OCONUS position requiring an active DoD Top Secret Clearance, eligibility for NATO Indoctrination and TES A accreditation, and other requirements.

TESA certification provides significant tax exemptions for U.S. employees stationed in Germany — along with other benefits like housing, COLA, and dependent education reimbursements, etc.

What You’ll Do
  • As a Cyber Security Engineer, you will develop, manage, and sustain Authorization to Operate (ATO) packages across multiple networks of varying classification levels, ensuring compliance with DoD RMF and U.S. EUCOM cybersecurity requirements that serve U.S. government missions overseas. You will:
  • Authorization Package Development & Maintenance:
    • Create, maintain, and update RMF authorization packages to ensure timely issuance and renewal of ATOs across multiple classified and unclassified networks.
    • Ensure all required documentation (System Security Plans, Security Assessment Reports, POA&M, etc.) is accurate, complete, and current in support of ongoing authorization.
  • Certification & Training Oversight:
    • Verify that System Administrators and cybersecurity personnel maintain current DoD 8140/8570 certifications, training, and education in accordance with U.S. EUCOM policies.
    • Track and report training compliance to leadership and provide guidance on certification requirements when necessary.
  • Technical Review & Security Recommendations:
    • Conduct thorough reviews of hardware, software, and PPS requests; provide risk-based recommendations to the ISSM.
    • Assess proposed system changes for security impact and alignment with established baselines.
  • POA&M and Risk Acceptance Management:
    • Review Plans of Action and Milestones (POA&Ms) for closure or extension based on operational mission requirements and system owner justification.
    • Evaluate Authorization Official (AO) Risk Acceptance Requests for validity; collaborate with requestors to identify mitigations and reduce overall risk posture.
  • Assessment Coordination & Liaison:
    • Coordinate pre-assessment activities and documentation reviews for DISA SCA visits.
    • Serve as the primary liaison during SCA assessments, ensuring that materials, personnel, and evidence are available and findings are addressed in a timely manner.
What You’ll Bring
Required Qualifications:
  • Education & Experience: BA + 3 years of relevant experience
  • Technical Expertise: Strong RMF process knowledge
  • Certifications: IAM III Certification (CISSP, CISM, GSLC, etc.)
  • Must have a current and active DoD Top Secret security clearance.
  • Proficient with modern IT tools and infrastructure technologies
Preferred (Nice to Have):
  • Knowledge of Commercial Solution for Classified (CSfC) Assessment and Authorization process.
  • Working knowledge of ACAS, ESS, Carbon Black, and eMASS.

Travel & Passport
  • Up to 10% travel; OCONUS may be required; some overnight stays possible.
  • Must have an active passport to support OCONUS travel and/or living requirements.
Work Environment
  • Compliance with vaccination and medical requirements for TDY/OCONUS roles as per Health.mil guidance.
  • Office setting: Primarily an office-based role in Germany.
