Four Counties Addictions Services Team in Peterborough, known commonly as Fourcast, is a dedicated organization committed to providing comprehensive treatment and support to individuals and families affected by substance abuse, and homelessness. This non-profit organization focuses on delivering high-quality, accessible, and personalized care to ensure the well-being and recovery of those in need.

Fourcast aims to empower individuals to overcome addiction and related issues, and lead healthy, fulfilling lives by offering a range of evidence-based treatment programs and support services. The organization strives to create a welcoming and inclusive environment where clients can receive the care and assistance they need to achieve lasting recovery.

The vision of Fourcast is to be a leader in addiction treatment and recovery, fostering resilient communities through education, prevention, and collaborative efforts. The organization envisions a future where individuals and families are free from the impacts of addiction, contributing positively to society.

CORE SERVICES

Fourcast offers a wide array of services designed to address the diverse needs of their clients. These include :

Assessment and Intake : Comprehensive evaluations to determine the appropriate level of care and develop personalized treatment plans.

Detoxification : Medically supervised detox programs to safely manage withdrawal symptoms and prepare clients for further treatment.

Inpatient Residential Treatment : Structured, live-in programs providing intensive therapy and support in a safe, substance-free environment.

Outpatient Programs : Flexible treatment options that allow clients to receive care while maintaining their daily responsibilities.

Counseling and Therapy : Individual, group, and family therapy sessions utilizing various therapeutic approaches to address the root causes of addiction.

Aftercare and Relapse Prevention : Ongoing support and resources to help clients maintain their recovery and prevent relapse.

Community Outreach and Education : Programs aimed at raising awareness, reducing stigma, and providing information on addiction and recovery.

POSITION OVERVIEW

Director Programs – Addiction Programs Position Summary

We are seeking a dynamic and experienced Director of Programs – Addiction Services to lead and manage a portfolio of addiction programs, including :

  • Community Treatment
  • Community Withdrawal Management
  • Bed-Based Addiction Treatment (6 beds, 35-day program)
  • Medically Supported Withdrawal Management (6 beds)

Reporting to the Executive Director, this senior leadership role ensures the strategic development, quality delivery, and ongoing improvement of services. The Director will build strong internal teams, foster external partnerships, and drive results that align with organizational goals and evolving community needs.

KEY RESPONSIBILITIES

  • Lead the design, implementation, and evaluation of addiction programs in alignment with evidence-based practices and organizational standards.
  • Ensure programs meet key performance indicators and enhance service user experience.
  • Stay informed on sector trends, legislation, and best practices to support continuous program relevance and effectiveness.
  • Develop and standardize operational practices across programs.

Operations & Policy

  • Oversee the creation, updating, and implementation of program policies and procedures.
  • Identify and address systemic barriers to access and service delivery.
  • Ensure that programs make the best use of available resources while maintaining service quality.
  • Lead the planning, monitoring, and reporting of program outcomes and statistics for internal and external stakeholders.
  • Provide guidance and mentorship to Program Managers, modeling leadership and supporting staff development.
  • Foster a respectful, inclusive, and performance-oriented work environment.
  • Lead and support teams through change management initiatives.
  • Ensure compliance with relevant legislation and regulatory requirements.

Quality Assurance & Improvement

  • Drive a culture of continuous quality improvement across all clinical and program areas.
  • Develop and monitor indicators to evaluate service effectiveness and clinical outcomes.
  • Analyze trends, identify root causes of service issues, and implement corrective actions.
  • Oversee risk management, quality assurance, and performance measurement frameworks.
  • Collaborate with the Executive Director and Director of Administration to develop and manage program budgets.
  • Monitor resource allocation to ensure efficient and effective use of funding.
  • Identify opportunities for additional funding and contribute to financial planning processes.

Community Engagement & Partnerships

  • Build and maintain collaborative relationships with community stakeholders, service providers, and system partners.
  • Represent Fourcast at community planning tables and external committees.
  • Promote programs that are responsive to the evolving needs of the community.

Professional Development & Sector Knowledge

  • Maintain up-to-date knowledge of mental health and addiction issues and social determinants of health.
  • Continue developing professional knowledge and leadership competencies relevant to the role.

QUALIFICATIONS

Education & Training

  • Graduate degree in Social Work, Nursing, or related discipline, or an equivalent combination of education and experience, with a postgraduate degree or professional designation preferred.

Experience

  • Minimum of 7 years of progressive leadership experience in community-based mental health and / or addiction services.

Certifications & Records

  • Current First Aid / CPR
  • Non-Violent Crisis Intervention (NVCI) certification
  • GAIN certification and ASIST training are considered assets

Knowledge, Skills & Abilities

  • Demonstrated alignment with Fourcast’s mission, vision, and values.
  • Strong planning, organizational, and project management skills.
  • Effective human resource management and team leadership capabilities.
  • In-depth knowledge of addiction and mental health systems, including harm reduction, motivational interviewing, and stages of change.
  • Ability to identify trends and develop data-informed, client-centered solutions.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Analytical Thinking : Ability to apply logic and data analysis to problem-solving and decision-making.
  • Strategic Leadership : Visionary approach to managing programs with a focus on long-term outcomes.
  • Collaboration : Builds strong internal and external relationships that enhance program impact.
  • Change Management : Leads transitions effectively and fosters innovation in evolving environments.
