Systems Specialist – AI or GIS – City of Ontario, Ontario (Orange County, CA)

Overview

The City of Ontario is hiring two Systems Specialist positions – one focused on Artificial Intelligence (AI) and one on Geographic Information Systems (GIS). Both roles support citywide technology initiatives, systems integration, and project implementation under the direction of Systems Analysts.

Responsibilities
  • Identify system improvements and enhancements (GIS or AI) based on business requirements.
  • Research, develop and recommend automated solutions and new AI tools or GIS features.
  • Test new software releases, patches and AI models, troubleshoot technical problems.
  • Provide guidance, support and training for citywide IT systems and applications.
  • Maintain and update citywide systems through programming or administrative functions.
  • Analyze data from database environments and support data integration across programs.
  • Prepare and maintain documentation, manuals, and procedures for end users.
  • Assist with project implementations and digital data exchange across information systems.
  • Perform other duties as assigned.
Qualifications
  • Bachelor’s degree in Computer Science, Information Technology, GIS, AI, or related field (or equivalent experience).
  • Minimum six (6) months of experience operating or supporting information management systems.
  • Valid California Class C driver’s license and acceptable driving record.
  • For the AI role: solid foundation in computer or data science, interest in machine learning, experience with Python, SQL, and tools such as Power BI or APIs.
  • For the GIS role: experience with ESRI ArcGIS or QGIS, spatial analysis, geoprocessing, and GIS mobile applications.
  • Demonstrated curiosity, problem‑solving ability, adaptability, clear communication, and collaborative mindset.
  • Commitment to the City’s Customer Service Philosophy – Empathy, Respect, Problem Solving – and the “Five Tool Player” model.
Desirable
  • AI – experience with GenAI/ML, prompt engineering, AI integration protocols (MCP, A2A), ethical AI, data governance, and AI certifications.
  • GIS – GIS certification, mobile GIS field data collection, cartography principles, and advanced spatial analysis skills.
Background Investigation

All candidates must successfully complete a background investigation conducted by the Ontario Police Department, including a polygraph test. Disqualifying reasons include excessive traffic citations, arrests or convictions, criminal history, poor credit history, and theft from previous employers.
