The Role

We are looking for experienced and engaging professionals who ideally have worked in the housing field and who thrive on strategic, analytical, and collaborative opportunities and challenges in housing. In this role, you should be a critical thinker who can lead strategic research, assist with designing programs and performance measures, write and analyze policy and procedures, and analyze complex systems to drive evidence‑based decisions to support housing and homelessness priorities. You should be able to use data to develop actionable insights, build and maintain relationships not just from your desk but going into communities to engage directly with others as needed, and have exceptional communication skills. What you will do in this role
  • Assess existing Housing system programs, projects and performance to ensure continued viability, including a review of funding sources, community needs assessments, and analysis of success against prescribed performance measures.
  • Support the development of Housing system programs, reviewing and redesigning policies, developing work plans and incorporating relevant legislation.
  • Research historic and existing programs and prepare complex analytical reports and clarify statistical documentation for audiences including the Ministry, stakeholders, funders, Peel Living Board and Regional Council.
  • Conduct complex analysis and design of financial modelling from a variety of funding sources and assess all options to optimise operational programs, meet compliance and help end users achieve intended results.
  • Measure, monitor and assess success of the housing system against performance standards.
  • Provide expert advice in relation to program design and development, funding contracts, and performance compliance to deliver on the mandate and objectives of the Peel Housing and Homelessness Plan.
  • Research best practices in performance and design and advise on methods to improve results.
  • Work collaboratively with subject matter experts and stakeholders to achieve outcomes of the Peel Housing and Homelessness Plan and the Region of Peel’s Strategic Plan, Community for Life.
  • Collaborate with internal and external partners to support Housing system requirements, including community and government relations, and advocacy oversight.
  • Develop and prepare presentations relating to system and program design, quality, compliance and funding analysis for departmental staff, leadership, Regional Council, Ministries and the community.
What the role requires
  • A satisfactory Vulnerable Sector Check obtained directly from a police station (third‑party background checks will not be accepted).
  • Post‑Secondary education in Human Services or a related field such as social housing, social policy, project management, planning and/or finance and at least 5 years of related experience or an equivalent combination of education and experience.
  • Demonstrated experience in developing new approaches or processes related to system design and development.
  • Experience in leading, developing partnerships and collaborative relationships with internal and external contacts.
  • Working knowledge of legislation that supports housing and homelessness programs including but not limited to the Housing Services Act, 2011, Bill 108 and The Residential Tenancies Act.
  • Knowledge of relevant housing and homelessness policies, programs and processes including the National Housing Strategy and the Community Housing Renewal Strategy.
  • Political awareness to identify and respond to situations involving various parties and stakeholders and to anticipate their likely reaction.
  • Demonstrates sound judgment and political acuity in communications and recommendations.
  • Working knowledge of methodologies such as project management, change management, process management, best practices and quality assurance.
  • Ability to travel with reliable transportation.

  • Interpret and evaluate information to improve existing programs and develop performance standards per funding requirements.
  • Problem‑solving skills with well‑developed resolution techniques.
  • Effective time‑management and organisational skills, meeting deadlines and managing multiple agile priorities.

  • Analytical skills for researching and interpreting broader housing system programs and advising on the success of programs from statistical models.
  • Excellent written and verbal communication, facilitation and presentation skills.
  • Proficiency in MS Office (advanced Word, Excel, PowerPoint) and experience in Access, Visio, MS Project.

Work Arrangement

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritises meaningful in‑person connection. A minimum of two days per week on‑site is expected, with additional in‑person presence as operational needs evolve. This arrangement blends in‑person and hybrid work and can change over time.

Off‑site work must be within the province of Ontario to remain compliant with regulations and policies. The Region of Peel offers job‑based flexible hours to accommodate personal and professional responsibilities while meeting business operational needs and customer service expectations.
