A leading municipal recruitment firm is seeking a Senior Manager, Operations, Roads & Traffic in Whitby, Ontario. Reporting to the Director of Operational Services, the Senior Manager, Operations, Roads & Traffic provides strategic leadership and oversees the full lifecycle of municipal road and traffic operations, including the maintenance of roads, bridges, traffic systems, signage, storm water infrastructure, and related assets in alignment with legislative and strategic goals. This role leads a multidisciplinary team, managing budgets, asset and risk planning, stakeholder engagement, and emergency response while fostering a culture of safety, collaboration, and continuous improvement.
The ideal candidate will hold a university degree in Civil Engineering with a P.Eng designation, along with C.E.T. certification through OACETT, an AORS Certified Road Supervisor (CRS-S) designation, and a valid Ontario Class “D” license. They bring at least 10 years of experience in municipal or public-sector infrastructure and road operations, including work in unionized environments, and a minimum of 7 years in progressive leadership roles overseeing multi-disciplinary teams. The candidate will have extensive knowledge of road maintenance, traffic operations, asset management, capital project delivery, regulatory compliance, and budgeting, with strong skills in procurement, vendor oversight, and risk management. Demonstrated strategic planning, problem-solving, and change management abilities, coupled with a commitment to safety, innovation, and operational excellence, are essential. Strong communication, collaboration, and stakeholder engagement skills with political acuity enable the candidate to effectively represent the Town in both operational and high-profile matters.
