Position Overview

Delivering a large-scale digital transformation initiative to modernize the public management of early learning and child care services. This initiative introduces an integrated digital platform designed to improve citizen engagement, streamline service delivery, and provide internal staff with modern tools to administer programs efficiently, transparently, and at scale.

The solution consists of multiple secure web portals serving distinct user groups, including service providers, families, educators, and internal administrative staff. Together, these portals support program administration, reporting, funding workflows, credential management, and operational support within a legislated and highly regulated environment.

The Lead Business Systems Analyst will be a key contributor to the successful delivery of this complex, custom-built web solution, working closely with technical and business stakeholders across the organization.

Key Responsibilities
  • Lead end-to-end business analysis activities for a multi-portal, integrated digital platform
  • Apply a range of requirement-elicitation strategies to gather, analyze, and document comprehensive functional and non-functional business requirements
  • Translate business needs into clear, actionable system design artifacts to support custom web application development
  • Analyze requirements to identify underlying information needs, business rules, procedural steps, and decision flows
  • Act as the Lead Business Systems Analyst on pre-existing project teams, rapidly adapting to established business domains, technical architectures, and delivery practices
  • Collaborate with product owners, developers, UX designers, testers, and stakeholders in both collaborative and autonomous working modes
  • Plan, coordinate, and facilitate requirements workshops, design sessions, and stakeholder working groups
  • Document and diagram end-to-end business processes and workflows using appropriate modeling techniques
  • Support agile delivery practices through the creation and maintenance of Epics, Features, and User Stories using Azure DevOps or a comparable product
  • Produce system design artifacts such as process flows, prototypes, wireframes, screen mock-ups, and other supporting documentation
  • Lead UX-related analysis activities, ensuring solutions support responsive design across desktop and mobile devices
  • Contribute to the successful delivery of medium-to-large scale integrated systems with reusable components and complex dependencies
Skills & Qualifications
  • Demonstrated experience applying multiple requirement-elicitation strategies (e.g., stakeholder interviews, workshops, document analysis, process mapping)
  • Proven ability to document clear, complete, and traceable functional and non-functional requirements
  • Experience translating business requirements into detailed system design artifacts suitable for custom web development
  • Experience documenting and diagramming business processes and workflows
  • Demonstrated experience working with integrated systems and reusable components of medium to large complexity
  • Experience on complex, custom development projects where the resource joined an established team and adapted quickly to existing technical and business environments
  • Ability to lead analysis efforts effectively while navigating evolving project constraints and stakeholder expectations
  • Demonstrated knowledge and hands-on experience creating Epics, Features, and User Stories using Azure DevOps or similar tools
  • Experience working within agile, waterfall, or hybrid delivery methodologies
  • Proven ability to work as a lead contributor within multidisciplinary teams, balancing collaborative and autonomous work
  • Experience planning, coordinating, and leading workshops and facilitated sessions
  • Demonstrated experience as a lead analyst supporting UX design for responsive web solutions
  • Experience contributing to the design of user-centric solutions across desktop and mobile devices
  • Ability to collaborate effectively with UX designers and technical teams to ensure usability and accessibility considerations are addressed
