Job Summary: We are seeking a Project Manager who can also perform Business Analyst responsibilities on smaller initiatives where a dedicated PM and BA are not required. This role is responsible for planning, executing, monitoring, and closing projects while ensuring business requirements are accurately captured and solutions deliver measurable value. The Project Manager will deliver services using established project management frameworks, tools, and templates, while acting as a key liaison between business stakeholders and technical teams.

Key Responsibilities

Project & Integration Management

  • Develop and maintain project governance, including structure, roles, and responsibilities
  • Create and manage Project Charters, schedules, budgets, and baselines
  • Ensure compliance with established project management processes, tools, and templates
  • Direct and manage project execution and integrated change control
  • Monitor performance using Earned Value Management (CPI/SPI) techniques

Planning, Execution & Control

  • Develop Project Execution Plans (PEP), WBS, schedules, and cost estimates
  • Conduct regular status meetings and provide progress and issue reporting
  • Manage scope, schedule, cost, risk, and quality throughout the project lifecycle
  • Coordinate design, build, test, integration, and implementation activities

Risk, Cost & Time Management

  • Identify, analyze, document, and monitor project risks
  • Measure and report schedule and cost performance
  • Prepare forecasts, monthly accruals, and financial closure documentation
  • Manage schedule development, critical path tracking, and change requests

Procurement & Vendor Management

  • Coordinate vendor selection recommendations
  • Manage supplier deliverables and contract-related activities
  • Oversee contractor and client staff as related to project work

Quality & Testing Management

  • Coordinate quality planning, assurance, and control
  • Ensure deliverables meet quality specifications
  • Lead test planning, test preparation, execution, defect management, and UAT
  • Facilitate transition of testing and solutions to operations

Business Analysis & Requirements

  • Identify and analyze business needs and enhancement opportunities
  • Facilitate requirements definition (functional and non-functional)
  • Analyze, refine, and document business and system requirements
  • Develop benefits documentation supporting new or enhanced solutions
  • Ensure alignment between business objectives and technical solutions

Communication & Stakeholder Management

  • Prepare and manage communications and change management plans
  • Participate in steering committees and stakeholder reviews
  • Capture lessons learned and support continuous improvement
Required Skills & Qualifications
  • Proven experience as a Project Manager delivering IT or business projects
  • Demonstrated ability to perform Business Analyst responsibilities
  • Strong knowledge of project management methodologies and tools
  • Experience with scope, schedule, cost, risk, and quality management
  • Excellent communication, documentation, and stakeholder engagement skills
Preferred Skills
  • Experience in utilities, energy, or large enterprise environments
  • Familiarity with Earned Value Management techniques
  • Experience working with cross‑functional technical and business teams
