Job Description
The Program Manager will lead business transformation activities in support of Land Titles Registries Modernization.
This includes managing interrelated projects, consulting with stakeholders, overseeing Product Owners, and delivering modernized digital solutions.
The role requires expertise in Land Titles registries, senior leadership in program delivery, and the ability to define strategies, mitigate risks, and ensure sustainable outcomes for large-scale modernization initiatives.
Responsibilities
- Lead business transformation activities and Product Owners for Land Titles Registries Modernization.
- Ensure policies and programs align with digitization work.
- Coordinate Product Owners to engage staff and identify service modernization opportunities.
- Support assessments and recommend technology and sourcing strategies to replace high-risk legacy systems.
- Deliver modernized and digital solutions for enterprise legacy system replacement.
- Complete and monitor regular status reports, schedules, costs, and progress.
- Provide oversight and coordination to Product Owners and staff for product management and delivery.
- Collaborate with government technology partners to develop product roadmaps, strategies, and sustainability plans.
- Conduct risk management analysis and develop mitigation strategies.
- Identify barriers to change and recommend solutions.
- Provide expert advice on modernization options, budget, scope, and timelines.
- Direct and monitor teams for delivery of modernization outcomes.
Requirement/Must Have
- University graduation in business, management, or related discipline with 6 years of Program Manager experience. OR
- 2-year diploma in business, management, or related discipline with 8 years of Program Manager experience. OR
- 1-year certificate in business, management, or related discipline with 9 years of Program Manager experience. OR
- 10 years of Program Manager experience.
- 6 years of experience leading large enterprise-scale projects and programs.
- 6 years of experience in agile software development and service design-based product delivery for large organizations or startups addressing complex challenges.
- 4 years of senior leadership experience defining project scope, goals, and deliverables such as roadmaps, governance, briefing notes, and business cases.
- 6 years of experience as a Program Manager managing a portfolio of projects with governance, prioritization, monitoring, and reporting at the program level.
Should Have
- Experience with applications providing services to Land Titles registries, ensuring efficiency and compliance.
- Strong understanding of enterprise application architecture and decomposition principles.
- Knowledge of legislation, regulations, policies, and standards.
- Independent and results-driven mindset with strong collaboration skills.
Nice to Have
- 5 years of experience identifying, analyzing, and managing risks on large projects.
- 3 years of experience managing project/program financials such as budgets and forecasts.

Qualification And Education
- Bachelor’s degree in business, management, or related discipline preferred.
- Equivalent combinations of education and extensive Program Manager experience accepted.
