Job description

In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Director, Technical Data Management, the Manager, Enterprise Data Warehouse is responsible for the management and coordination of all staff, activities and budget associated with the development, deployment and operational support of Island Health's Enterprise Data Warehouse. This includes the provision of services for design, development, testing, implementation, upgrade and ongoing maintenance of the Data Warehouse in support of Clinical and Business Applications, as well as strategic projects.

The Manager oversees the management and direction of multiple data warehousing projects, aligns data warehousing projects with business strategy, works as a liaison between business sponsors and executives, works with the Director, Technical Data Management to secure and maintain funding, manages Business Intelligence (BI) stewards and steering committees.

QUALIFICATIONS: Education, Training And Experience

A level of education, training and experience equivalent to a Bachelor's degree in Health Information Science and/or Computer Science plus six (6) years' recent, related experience in business intelligence solutions.

Skills And Abilities
  • Demonstrated understanding of IBM Cognos and Microsoft from a development and architecture perspective.
  • Advanced knowledge and experience in data standards, database structures, database server administration.
  • Comprehensive understanding of hospital settings, departmental business data needs and ability to translate these into logical and physical data requirements.
  • A strong understanding of the data in the data warehouse and the business rules that must be applied to make the data meaningful to the user community.
  • Superior analytical skills including the ability to comprehend complex hospital operational issues.
  • Ability to understand and explain complicated technical issues in non-technical terms.
  • Customer focused with the ability to facilitate and encourage cooperation between professionals from other disciplines.
  • Ability to educate and lead management and operational staff on the importance of using high quality data for decision making via business intelligence tools.
  • Demonstrated administrative, organization, work planning and control skills including staff supervision.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to work under pressure and multi-task.
  • Persistence and a positive attitude are essential given the iterative development cycle and sometimes problematic data integration issues.
