What are the Responsibilities?
- Managing and directing the design, development, operation, and maintenance of the company’s high voltage electrical system, including all electrical transmission and distribution assets (69kV and 12.5kV), with an asset value exceeding $100 Million.
- Short and long-range planning of Electrical Utilities infrastructure, supervision of M&P staff, planning of major capital, cyclical, and preventative maintenance programs, and the development of business models.
- Participating in strategic planning sessions with senior management to maximize workforce effort, improve performance, and operate the electrical high voltage system cost-effectively while maintaining best utility practices for system reliability.
- Providing leadership, communication, organizational, and administrative support to the division.
- Acting as designated subject matter expert (SME) for high voltage networks and main electrical infrastructure supplying buildings.
- Leading technical staff including design engineering, electrical trades, scheduling, estimating, customer service initiatives, and strategic planning.
- Developing, implementing, and monitoring procedures and policies; overseeing consultants and reviewing their work.
- Managing weather and engineering models for High Voltage Electrical transmission and distribution systems, ensuring data accuracy and updates.
- Setting and managing 5-year business plans and 20-year infrastructure plans for electrical utility services.
- Developing and overseeing electrical utility operating budgets, monitoring expenses, and preparing performance reports.
- Creating utilities management plans (UMP) as part of cyclical renewal and deferred maintenance strategies.
- Developing policies and standards for Emergency Response Plans for high voltage systems and seismic activities.
- Managing electrical trades involved in operations and maintenance to ensure quality and minimize downtime.
- Planning and executing complex projects for infrastructure upgrades or expansions.
- Assisting in negotiations for electrical purchase agreements and resolving service issues.
- Overseeing consultants and contractors, ensuring performance standards are met.
- Performing other administrative and leadership duties, liaising with vendors and utility providers.
- Ensuring all electrical staff are qualified and competent.
What are the Requirements?
- Must be a Professional Engineer (P. Eng) registered with APEGBC.
- Degree in Electrical or related Electrical Engineering discipline.
- Expertise in High Voltage electrical systems, including design, project planning, and cost estimation.
- Comprehensive knowledge of utility best practices.
- Experience in engineering management and business planning within a municipal or utility environment.
- Experience with electrical utility systems up to 69kV, including distribution, transmission, and substations.
- Ability to coordinate multiple disciplines and manage unionized staff.
- Strong diagnostic, troubleshooting, and problem-solving skills.
- Diverse technical knowledge including Civil Engineering (ductbanks), Electrical Engineering (High Voltage), environmental sciences, and management.
- Ability to manage multiple projects, prioritize, and adapt to changing circumstances.
- Proactive planning skills and resource management.
- Excellent communication, negotiation, and conflict-resolution skills.
- Knowledge of electrical acts, regulations, codes, and standards.
- Understanding of utility structures, markets, and operational budgets.
- Valid B.C. Driver's License and ability to operate a vehicle.
