We are currently searching for a dynamic, energetic District Manager to join our growing team based in Emterra Environmental’s Waterloo Office. This position is accountable for the ongoing management of the collection and fleet operations in the Waterloo District. The District Manager will be a hands‑on leader who grows the business through municipal as well as Industrial, Commercial and Institutional (ICI) contracts and will lead all aspects of collection operations, personnel management, sales management and fleet maintenance to ensure the highest standards of operational excellence. This position reports to the VP of Operations, ON and has 6 direct reports.

Their primary role involves managing the collection, disposal, recycling, and processing of waste to ensure compliance with local regulations and environmental standards.

Key Responsibilities
  • Operational Management: Oversee the waste collection and disposal processes within the district. Responsible for ensuring adequate staffing is available for operations and for ensuring efficient operations to minimize downtime and maximize service coverage.
  • Team Leadership: Supervise Management staff, including Operations Managers, Maintenance Manager, District Operations Administration, and Sales Personnel with indirect responsibility for other operational personnel. Conduct regular training on safety protocols, environmental standards, and operational best practices. Handle team performance evaluations and ensure adherence to company standards.
  • Health and Safety: Ensure strict compliance with health and safety regulations. Monitor waste disposal practices to minimize environmental impact and hazards. Respond to and resolve incidents related to safety or compliance issues.
  • Customer Service: Manage customer relationships within the district, addressing complaints and concerns promptly. Ensure timely and effective communication with residents or businesses regarding waste collection schedules, changes, or service issues.
  • Regulatory Compliance: Ensure all operations comply with local, provincial, and federal environmental regulations. Maintain accurate records and reports for regulatory bodies and internal audits.
  • Budget Management: Prepare and manage the district’s operational budget, ensuring cost‑effective waste management practices. Monitor costs related to equipment, fuel, and personnel to optimize efficiency.
  • Continuous Improvement: Implement strategies for improving waste diversion, recycling rates, and sustainability efforts. Analyze data and performance metrics to identify areas for operational improvement.
  • Technology and Systems: Utilize waste management software to track collections, routes, and service performance. Explore and integrate new technologies to streamline operations and enhance service delivery.
Skills and Qualifications
  • Leadership: Strong leadership and team management skills to supervise and motivate staff.
  • Problem‑solving: Ability to identify issues and develop solutions for operational challenges.
  • Knowledge of Regulations: Familiarity with local waste management and environmental regulations.
  • Budgeting: Experience managing budgets and optimizing costs.
  • Communication: Strong communication skills to liaise with staff, customers, and regulatory bodies.
  • Logistics Management: Experience in managing transportation and scheduling systems.
Education and Experience
  • A degree in business management, environmental science, or a related field or related post‑secondary schooling is required.
  • Experience in the waste management industry or operations management is required.
  • At least 5 years of multi‑site oversight, with at least 2‑5 direct reports is required.
  • Displayed and active contract and communication experience with regions/municipalities and/or government.
  • Active and displayed experience in budget and financial analysis.
