Overview

PA2 Purchasing Agent 2 — Regular/full-time, Environment and Climate Change, Environmental Programs and Remediation, Environmental Stewardship Division, Winnipeg, MB. Advertisement Number: 44591. Salary: PA2 $64,645.00 - $79,416.00 per year. Closing Date: October 2, 2025.

Duties

The Contract Specialist is responsible for delivering procurement and contract administration services across the Environmental Programs and Remediation branch while ensuring that policies, procedures and guidelines are being followed. The incumbent is also responsible for researching, analyzing and providing recommendations for procurement policy, and creating process development and improvement to reduce risk exposure and improve processes.

This position supports all procurement needs for the Orphaned and Abandoned Mines program, the Environmental Liabilities Site program, the Logistics and Operations program, and the Quarry Rehabilitation program. Examples of common procurement needs include: engineering, consultant, construction, construction supervision, specialized equipment, environmental monitoring, site assessments, archeological assessment or site support, environmental sampling, or contracts for the use of technology (LIDAR, Drone Survey, 3D Imaging etc.).

Responsibilities
  • Must be legally entitled to work in Canada.
  • Must be able to travel to construction sites within Manitoba - occasional visits to work sites within the province by ground, water or air, which may require overnight stays (possibly in a camp environment).
Qualifications

Essential:

  • Completion of post secondary education in business, supply chain management or related field. A combination of education and procurement experience related to construction projects may be considered.
  • Extensive work experience preparing and issuing public tenders for construction and goods and services including interviewing, negotiating, evaluating and awarding contracts.
  • Experience in procurement, insurance and risk management processes, competitive bid and contract laws, and applicable lien and trade acts.
  • Experience administering contracts and supplier performance management programs.
  • Experience adhering to and enforcing procurement policies, procedures, and contract obligations.
  • Excellent written communication skills with the ability to create professional and accurate reports, notes, memos and other documentation.
  • Effective verbal communication with experience providing advice to stakeholders with differing backgrounds and interests.
  • Strong interpersonal skills with the ability to resolve conflict, negotiate, facilitate and work as part of a team.
  • Strong planning, research and analytical skills to identify and integrate relevant information to determine appropriate course of action/outcomes.

Desired:

  • Certification in Construction Contract Administrator designation from CSC.
  • Experience with SAP, Masterpiece, Microsoft Office Suite, SharePoint.
  • Knowledge of Category Management and Demand Planning Analysis.
  • Ability to communicate in French, both verbally and in writing.
