Overview

We are seeking a skilled and versatile Business Analyst (BA) to join our team. This role plays a critical part in the Client's Child Care Accountability Program (established March 2025) by ensuring accurate child registration, prevention of duplicate records, and protection of public funding through compliant, auditable business processes. Where technology solutions are implemented, the Business Analyst ensures systems and processes align with policy, user needs, privacy requirements, and audit standards. The BA leads requirements analysis, proposes solution options, supports delivery, and manages change impacts across interconnected services including Claims Submission, Adjustments, Subsidy, and the upcoming Family Portal.

Responsibilities
  • Business Analysis & Operational Support
  • Provide business analysis expertise and operational support for CRT and related services.
  • Support Child Care Claims Unit initiatives, ensuring alignment with Division, Branch, and Unit objectives.
  • Conduct process walkthroughs and reviews (e.g., child search, CCPN assignment, enrollment, data correction).
  • Recommend approaches to ensure data integrity, including validation rules, controls, duplicate-prevention strategies, and reconciliations across systems.
  • Facilitate requirements workshops and focus groups to identify business needs and edge cases.
  • Translate business requirements into detailed specifications and acceptance criteria for IT teams, ensuring compliance with policy, privacy, audit, and user requirements.
  • Data, Policy, and Operational Analysis
  • Conduct analytical, statistical, and operational analysis to identify business opportunities and risks (e.g., duplicate payments, subsidy exposure).
  • Develop and evaluate business cases and policy options.
  • Lead or participate in working groups supporting program and system enhancements.
  • Design and document procedures, job aids, and workflows for staff and providers.
  • Define user roles and access requirements and support role-based security design.
  • Design operational reports and dashboards (e.g., duplicates queues, exception handling, reconciliation reporting).
  • Project & Delivery Support
  • Work closely with Product Owners, Strategic Design and Technology Integration Branch, and Digital Development and Delivery teams.
  • Provide delivery-focused input on schedules, strategies, risks, and resource requirements.
  • Develop and manage risk assessments and mitigation strategies.
  • Support testing activities, including functional, integration, regression, and user acceptance testing (UAT).
  • Develop test strategies, plans, scripts, and coordinate UAT execution and defect management.
  • Identify and document decision and change requests for governance.
  • Support data conversion, cleanup, transition, and post-implementation stabilization.
  • Contribute to post-implementation reviews and outcome measurement.
  • Planning & Solution Design
  • Provide business analysis services for planning, feasibility assessments, requirements definition, business cases, and process modeling.
  • Support the development and enhancement of CRT and interconnected services.
  • Design solutions that simplify, improve, or automate operations while maintaining auditability and privacy.
  • Review system deliverables from a business and user perspective to ensure objectives are met.
  • Change & Transition Management
  • Identify and manage impacts to internal staff, licensed child care providers, and families.
  • Develop and execute change management and communication strategies across releases.
  • Design and deliver training strategies, materials, and sessions (web-based and classroom).
  • Develop presentations for varied audiences and stakeholder groups.
  • Implement quality assurance processes to ensure data integrity and policy compliance.
Qualifications

Education

  • Degree, diploma, or certification (Intermediate DA or equivalent)
