Job summary

Qualifications

This opportunity is based at Catalis’ office in Old Strathcona (Edmonton, Alberta). This is an onsite position working out of our Edmonton office Monday through Friday.

The Opportunity

The Business Analyst (BA) for Property Tax Valuation and Billing & Collections plays a critical role in the successful implementation and support of Computer-Assisted Mass Appraisal (CAMA) and Property Tax systems. The BA works directly with county assessors, treasurers, tax collectors, and billing/collections staff to define business requirements, translate statutory rules into system configurations, validate data conversion, and ensure accurate end-to-end tax calculation, billing, and collection processes. There is an opportunity to focus on either Property Tax Valuation and Assessment, or Billing/Collections. This role requires 20% travel for client site visits.

What You Will Do
  • Requirements Gathering & Analysis
    • Lead discovery sessions to capture valuation, taxation, billing, and collections processes.
    • Document business requirements, use cases, and user stories.
    • Analyze statutory rules and tax district hierarchies.
    • Identify process gaps and legacy dependencies.
  • System Configuration & Validation
    • Document CAMA and billing modules (classification, exemptions, levy rules, billing cycles).
    • Support valuation workflows and model setup.
    • Perform validation and support UAT cycles.
  • Data Conversion & Quality Assurance
    • Assist with mapping legacy valuation, billing, payment, and delinquency data.
    • Perform QA/QC including district audits, levy checks, roll reconciliations, and payment history validation.
  • Project Delivery & Client Engagement
    • Facilitate workshops, demos, and prototype reviews.
    • Participate in project planning and risk/issue escalations.
    • Support go-live activities including user training and cutover planning.
  • Documentation
    • Create BRDs, process flows, configuration workbooks, test scripts, and training materials.
Requirements
  • Bachelor’s degree in business, Public Administration, Information Systems, or related field.
  • 3+ years of BA experience in government systems, taxation, or CAMA/property tax.
  • Strong understanding of the property tax lifecycle.
  • Experience with CAMA or property tax billing systems.
  • Strong communication and documentation skills.
  • Critical thinking and problem-solving.
  • Detail-oriented documentation.
  • Client service and stakeholder management.
  • Process improvement mindset.
  • Strong time management.
Preferred
  • Experience with leading CAMA or tax systems.
  • Knowledge of appraisal techniques and IAAO standards.
