- Diagnose the current operating model and design future-state processes for intake, triage, Discovery, prioritization, Delivery, implementation, transition to support, and closure.
- Define and implement RACI, roles, decision authorities, decision criteria, and escalation mechanisms.
- Standardize entry and exit criteria, SLAs, DoR/DoD, templates, checklists, gates, and governance artifacts.
- Design and implement capacity planning, forecasting, and WIP management.
- Define and implement the management of risks, deviations, dependencies, impediments, decisions, and exceptions.
- Structure the portfolio prioritization model by considering value, criticality, regulatory deadlines, capacity, effort, risk, and dependencies.
- Configure backlogs, workflows, and mandatory fields in portfolio management tools.
- Define dashboards, metrics, calculation rules, data sources, owners, and update cadences.
- Design and implement the interaction model between business and technology.
- Apply the model to pilot workstreams during assisted implementation.
- Develop and execute communication, training, and change management plans.
- Structure the transition of the model to internal owners, including documentation, training, knowledge transfer, and a support plan.
- Lead the implementation of the new PMO operating model.
- Deliver processes, roles, artifacts, tools, metrics, and operating ceremonies ready for internal use.
- Ensure alignment with existing business, technology, Agility, platform, and corporate governance structures.
- Implement traceability for projects, decisions, risks, changes, suppliers, audits, and compliance.
- Structure knowledge management, competency matrices, backups, and knowledge transfer.
- Validate the model through assisted implementation and consolidate improvements.
- Train professionals responsible for ongoing operations.
- Define mechanisms for monitoring adoption, adherence, and maturity.
- Formalize the handover of the model, including owners, documentation, outstanding items, and recommendations.
Requirements
- Bachelor's degree in Business Administration, Engineering, Technology, Economics, or related fields.
- Senior-level experience implementing or transforming PMOs, governance models, portfolio management functions, or Delivery organizations.
- Experience designing and implementing processes, journeys, RACI models, decision authorities, SLAs, stage gates, and operating models.
- Knowledge of the full initiative and project lifecycle, from intake through transition to support.
- Strong command of prioritization, capacity planning, WIP management, risks, dependencies, suppliers, and metrics.
- Knowledge of Agile methods, Kanban/Lean, and predictive practices, with the ability to design hybrid models.
- Ability to configure workflows, controls, dashboards, and governance rules in portfolio management tools.
- Experience with change management, communication, training, and assisted implementation.
- Executive communication, facilitation, negotiation, and the ability to operate in matrixed environments.
- Ability to work across business and technology without assuming responsibility for technical execution.
- Availability for hands‑on involvement during the implementation period.
- Preferred: experience in banking, financial services, or highly regulated environments.
- Preferred: experience with Corporate Functions and Centers of Excellence.
- Preferred: knowledge of regulatory requirements, compliance, audit, GRC, and evidence traceability.
- Preferred: experience with Kanbanize/BusinessMap, ServiceNow, Jira, Azure DevOps, Looker, Power BI, or equivalent tools.
- Preferred: familiarity with RPA, integrations, APIs, legacy systems, QA, DevOps, SRE, and Information Security.
- Preferred: experience with Squad/Team as a Service models, Product Ops, Portfolio Ops, or Centers of Excellence.
- Preferred: certifications such as PMP, PfMP, PMI‑ACP, SAFe, Scrum/Kanban, Lean Six Sigma, BPM, ITIL, or Prosci.
