Job summary

A prominent safety services provider in Abu Dhabi is seeking a proactive Safety Officer / HSE Engineer. This role focuses on implementing and monitoring Health, Safety & Environment systems in power plants and industrial operations. The ideal candidate must have a minimum of 3–5 years of relevant HSE experience in the UAE, strong understanding of local regulations, and excellent skills in training delivery and incident investigation. A NEBOSH General Certificate is preferred, and candidates should hold a valid UAE driving license.

Job Summary

We are seeking a proactive, safety‑focused Safety Officer / HSE Engineer in Abu Dhabi to support the implementation, monitoring, and continuous improvement of Health, Safety & Environment (HSE) systems across power plant, industrial, electromechanical, and construction operations. The role requires strong site‑based experience, solid knowledge of UAE HSE regulations, and the ability to work closely with operations, contractors, and management to ensure a safe and compliant working environment.

Key Responsibilities – Safety Management & Site Oversight
  • Conduct routine HSE inspections, audits, and risk assessments across power plants, industrial facilities, and electromechanical project sites.
  • Ensure compliance with UAE HSE regulations, authority requirements, client HSE standards, and international best practices.
  • Develop, review, and implement method statements, risk assessments (RA), job safety analysis (JSA), and permit‑to‑work systems for high‑risk activities.
  • Monitor and enforce safety controls related to:
    • Electrical and mechanical works
    • Heavy equipment and lifting operations
    • Confined space entry
    • Hot works
    • Working at height
    • Industrial and power plant operations
  • Investigate incidents, near misses, and unsafe acts/conditions, prepare detailed investigation reports, root cause analysis, and corrective/preventive actions.
  • Deliver HSE inductions, toolbox talks, and safety training for employees, subcontractors, and site visitors.
  • Maintain and control HSE documentation, including inspection records, training logs, incident registers, and corrective action tracking.
  • Support emergency preparedness and response, including fire safety systems, drills, evacuation plans, and coordination with site emergency teams.
  • Coordinate with engineering, operations, and procurement teams to ensure safe use of tools, equipment, chemicals, and hazardous materials (COSHH / MSDS).
  • Prepare and submit HSE performance reports, KPIs, and statistics to management and clients.
  • Support internal and external HSE audits, inspections, and authority visits.
Required Skills – HSE Systems, Communication & Problem Solving
  • Strong knowledge of HSE management systems applicable to power plants, industrial facilities, and electromechanical works.
  • Hands‑on experience with permit‑to‑work systems used in industrial and power generation environments.
  • Solid understanding of incident investigation techniques and risk assessment methodologies.
  • Ability to communicate clearly and effectively with multinational site teams.
  • Strong observation, reporting, and follow‑up skills.
  • Proficiency in HSE documentation and MS Office applications.
  • Ability to work independently across multiple sites.
Qualifications & Experience
  • NEBOSH General Certificate (mandatory or strongly preferred).
  • Additional certifications such as IOSH, Fire Safety, First Aid, Confined Space, or Lifting Safety are an advantage.
  • Minimum 3–5 years of HSE experience in the UAE, specifically within:
    • Power plants
    • Industrial facilities
    • Electromechanical or construction projects
  • Proven experience in site safety supervision, audits, inspections, and training delivery.
  • Good knowledge of UAE/GCC HSE laws, authority requirements, and client standards.
  • Valid UAE driving license and willingness to travel between sites.
