Role

To ensure effective implementation and compliance of ADNOC HSE requirements, project HSE plans, and statutory regulations at site, supporting safe execution of onshore construction, commissioning, and operational activities.

Responsibilities
HSE Compliance & Monitoring
  • Ensure full compliance with ADNOC HSE Policy, HSEMS, Codes of Practice (COPs), and Project HSE Plan.
  • Monitor contractor and subcontractor HSE performance on site.
  • Conduct daily site inspections, safety walks, and audits.
  • Verify implementation of PTW (Permit to Work) systems.
Risk Management
  • Review and approve Risk Assessments, Job Safety Analysis (JSA), Method Statements, and lifting plans.
  • Identify unsafe acts/conditions and ensure immediate corrective actions.
  • Monitor high‑risk activities such as:
    • Hot work
    • Confined space entry
    • Working at height
    • Excavation and lifting operations
Incident Management
  • Report, investigate, and participate in incident/near‑miss investigations.
  • Prepare incident reports and ensure close‑out of corrective and preventive actions.
  • Track and report HSE statistics (TRIR, LTIF, man‑hours, etc.).
Training & Awareness
  • Conduct toolbox talks, safety inductions, and awareness campaigns.
  • Ensure workforce competency and certification compliance.
  • Promote proactive safety culture and behavior‑based safety.
Emergency Preparedness
  • Support development and implementation of Emergency Response Plans (ERP).
  • Participate in and monitor emergency drills.
  • Ensure availability and readiness of emergency equipment.
Coordination & Reporting
  • Coordinate with ADNOC representatives, PMC team, and contractors.
  • Prepare daily/weekly/monthly HSE reports.
  • Attend site meetings and HSE review meetings.
Authority
  • Stop unsafe work or operations that pose imminent risk to personnel, environment, or assets.
  • Recommend disciplinary actions for repeated HSE violations.
Qualifications

Expected:

  • Bachelor’s Degree in Engineering, Science, or HSE‑related discipline.
  • NEBOSH IGC (mandatory).
  • ADNOC‑approved HSE certification (or eligibility).
  • Additional certifications preferred:
    • IOSH
    • OSHA
    • First Aid / Fire Fighting
  • Minimum 10 years of HSE experience in onshore oil & gas projects.
  • At least 3 years in ADNOC or ADNOC Group projects preferred.
  • Experience working under PMC or EPC environment.
  • Strong knowledge of ADNOC HSE standards and UAE regulations.
  • Good communication and reporting skills.
  • Ability to work independently on site.
  • Strong observation, analytical, and problem‑solving skills.
  • Computer proficiency (MS Office, HSE reporting tools).
