Leadership

Manage the effective achievement of the assigned section’s objectives, setting individual objectives, managing performance, developing and motivating staff, providing formal and informal feedback and appraisal.
Enhance core efficiencies and competencies, and leverage technologies to maximize performance and widen the scope of the PANS Ops and AIM Data function.
Lead the continuous improvement to the AIM processes, systems and technologies to support the ICAO and National transition from AIS to AIM roadmap in line with the department strategy.

Flight Procedures Design

Ensure that all instrument approach procedures, Standard Arrival, Standard Departure procedures and ATS Routes for en-route navigation are in accordance with the related GCAA Regulations and in compliance with the ICAO Standards and Recommended Practices.
Lead the verification and provide expert advice to the Airspace team to ensure that the required standards are followed as per the provisions of ICAO provisions.

AIXM 5 Database Encoding

Supervise and validate complex data capture in order to maintain quality assured aeronautical information in the AIM database.
Overseeing the conformance of procedure encoding with AIXM 5 Terminal Procedures coding methodology and rules.
Ensure the harmonization between procedures encoding accurately reflecting procedure design intention to support clear understanding of flight procedures for aviation safety.
Develop and Manage AIXM 5.1 business rules in order to support data integrity and accuracy.

Aeronautical Information Publication

Supervise the provision of relevant information on changes made to flight procedures and aeronautical data for Aeronautical Information Publications.
Provide expert advice to the AIM Design unit in the production of aeronautical charts.
Oversee the review and validation of the SID/STAR and instrument approach procedure charts against the promulgation requirements specified in the ICAO standards and recommended practices.

AIM Database System Management

Manage AIM Database System and ensure its continuous availability for AIM operations.
Drive and manage continuous AIM system upgrade to cope with ICAO SARPs, future AIXM developments or users changing requirements.
Lead AIM Database system enhancement for sustaining digital transformation i.e. system to system interoperability (SWIM), ICAO digital data sets provision and data-driven charting application.
Steer AIM system evolution for gradually enabling the interoperable exchanges of aeronautical information with internal stakeholders, regional States’ AIM, regional databases and industry data consumers respectively.
Plan the transition for AIM System to interact and integrate the aeronautical information with other information domains (AIM 2.0 environment).

Policies, Systems, Processes and Procedures

Recommend improvements to departmental policy and direct the implementation of procedures and controls so that all relevant regulatory requirements are fulfilled while delivering a quality, service to customers.
Adapt and create data collection and management processes towards digital AIM products and services.
Develop, document and update, when necessary, the AIM database encoding specifications in line with ICAO SARPs and industry requirements.

Continuous Improvement

Identify opportunities for continuous improvement of section systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.
Identify strategic objectives and directions towards AIM system enhancements in fostering the new technology and for introducing digital aeronautical information products and services.

KNOWLEDGE AND EXPERIENCE

University degree or a license in an aviation discipline with a minimum 5 years’ experience in a relevant environment.
Technical Training / Certification in instrument procedure design.
