Job summary

ICF's Energy Efficiency Division seeks an Associate Manager, Program Operations to lead program delivery across the West Region, guiding a team of Energy Specialists and coordinating with program management, outreach, technical, and marketing colleagues.

You will develop a holistic strategy across portfolios, optimize staffing, oversee reporting, invoicing, forecasting, KPI tracking, and client deliverables, ensuring timely project reviews and stakeholder communications in a fast-paced,

Qualifications

• Bachelor's Degree is required or applicants can substitute one year of related experience for one year of education
• ~3+ years of professional experience in program operations, business analysis, financial analysis, reporting, analytics and/or related field
• Certifications related to operational excellence (PMP, Six Sigma, etc.) Project management experience
• Experience with Power BI (or similar data visualization tool), Power Automate, Excel macros
• Program implementation, operations management, and performance tracking across multiple portfolios
• Team leadership, coaching, employee development, and performance management
• Business process improvement, workflow optimization, and operational documentation
• Data analysis, forecasting, reporting, and KPI management
• Project management, quality assurance, and stakeholder communication
• IT coordination, systems support, and workflow management
• Advanced Microsoft Excel skills with strong analytical capability and attention to detail
• Excellent communication, collaboration, and relationship-building skills across internal teams, clients, and stakeholders
• Strong organizational skills, professionalism, sound business judgment, and ability to manage multiple priorities while maintaining confidentiality

Responsibilities

• Coordinate and oversee program-level reporting, invoicing, forecasting, KPI tracking, and performance management activities, ensuring accurate deliverables, forecast validation, quality reviews, and timely implementation of corrective action plans to support successful portfolio execution.
• Support internal and external team meetings by prepping and pulling quantitative data, coordinating with project managers on qualitative inputs, coordinating with portfolio lead on agenda, hosting meeting, and documenting action items
• Ensure timely customer and subcontractor payments.
• Generate accurate and polished deliverables for all regulatory filings, reports, and presentations.
• Maintain and update shared files, resources and program documents to ensure all program staff has access to latest versions of materials.
• Coordinate with program managers to develop and maintain portfolio-level performance forecasts and trend analysis.
• Maintain business workflow documents and keep process guides updated.
• Draft/compile program awards for clients.
