Job summary

ICF in the United States is seeking an Associate Manager, Program Operations to lead the West Region program implementation within our Energy Efficiency Division. You will oversee a team of Energy Specialists and work with program managers, outreach, technical, and marketing staff to deliver consistent client service and drive strategy across portfolios.

Qualifications

• Bachelor's Degree (or substitute one year of related experience per year of education).
• 3+ years in program operations, business/financial analysis, or related field.
• Certifications in operational excellence (PMP, Six Sigma) and project management experience.
• Experience with Power BI, Power Automate, and Excel macros.
• Strong leadership, process improvement, and performance tracking across portfolios.
• Data analysis, forecasting, reporting, KPI management, and stakeholder communication.

Responsibilities

• Timely and accurate project reviews.
• Coordinate and oversee program-level reporting, invoicing, forecasting, KPI tracking, and performance management activities.
• Prepare quantitative data for internal/external meetings; document action items.
• Ensure timely customer and subcontractor payments.
• Generate accurate deliverables for regulatory filings, reports, and presentations.
• Maintain and update shared files and program documents.
• Coordinate portfolio-level performance forecasts and trend analysis.
• Maintain workflow documents and process guides.
• Draft/compile program awards for clients.
• Present performance metrics to stakeholders and approve large projects with high attention to detail.
• Field subcontractor requests and assist with monthly data verification.
• Manage team bandwidth and adjust staffing strategies as needed.
