Job Description And Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

The department is seeking a motivated and dedicated Supervisor I to lead our newly established Manuals Unit. This is an excellent opportunity for a strong leader who thrives in a dynamic environment and enjoys building team culture from the ground up. The Supervisor I will play a key role in guiding staff, establishing workflows, and ensuring the unit operates efficiently and effectively.

Under direction of the Forms Management and Manuals Group Manager, the employee manages and provides leadership for the Manuals Unit, including planning, facilitating, and coordinating unit activities. The employee supervises analysts who are responsible for development of the manuals for the State Disability Insurance, Non-Industrial Disability Insurance, and the Paid Family Leave programs.

The incumbent ensures that products and decisions are based on input and data from all the appropriate stakeholders and are consistent with Employment Development Department (EDD) and Disability Insurance Branch (DIB) goals and objectives. The employee participates in the hiring of staff and is responsible for working within and tracking the unit's budget allocation. The employee completes probation reports and individual development plans and initiates necessary personnel actions on a timely basis. The employee coaches and mentors' staff to develop the skills necessary to be successful in their job and meet their career goals and objectives. The employee plays a leadership role in presentations at meetings with other EDD entities, representatives of the Director's Office, and program partners and stakeholders. The employee is an active, integral member of the central office management team and branch leadership team and supports and takes ownership of all management decisions.

This position allows for a hybrid telework schedule, which is subject to change, under EDD's telework policy. California Government Code Section 14200 requires employees to reside in California to telework. Employees are required to report to their headquarters office, for their in-office days. Travel expenses to and from the assigned headquarters/office are the responsibility of the employee.

Located at 1416 9th Street, Sacramento, Ca, 95814. This position is headquartered at the New Labor Agency Building (NLAB), a newly remodeled high-rise building. Located in the heart of Downtown Sacramento and in close proximity of the State Capitol and the Golden1 Center, this beautiful and modern building provides the following amenities: Break areas, wellness/lactation rooms, coffee points, a fitness center with private showers, a Career Center for EDD Employees, a micro market, building-wide WiFi, an outdoor terrace, bike storage, nearby public transit options, and much more.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
