Job summary

The Employment Development Department (EDD) seeks skilled personnel specialists for a 12-month limited-term, full-time role in Sacramento with hybrid telework options. Responsibilities include payroll and benefits processing, research and application of state personnel laws, and maintaining payroll records for a defined employee roster.

The position may extend or become permanent, with a structured recruitment and retention bonus schedule.

Qualifications

  • Accurately process payroll and benefit transactions.
  • Research, interpret, and apply Personnel State laws, rules, regulations, bargaining unit provisions, as well as departmental policies and procedures.
  • Maintain, manage, and reconcile attendance and payroll records for an assigned roster of employees, adapting quickly to changes.
  • Serve as a liaison between employees, attendance units, and state control agencies.
  • Research and resolve personnel discrepancies, keeping supervisor proactively informed of progress.
  • Promptly respond to payroll and benefit related inquiries, providing clear explanations and relevant resources.

Job Description And Duties

THIS IS A LIMITED TERM POSITION WHICH MAY BE EXTENDED OR BECOME PERMANENT.

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

THESE POSITIONS WILL RUN UNTIL FILLED. APPLICATIONS WILL BE REVIEWED ON THE 15TH OF EVERY MONTH.

In addition to the regular salary, this classification is eligible for an annual recruitment and retention

Bonus As Follows
  • $2,400 after 12 or more qualifying months
  • $3,000 after 24 or more qualifying months
  • $3,600 after 36 or more qualifying months
  • $4,800 after 48 or more qualifying months

Position located at 1416 9th Street, Sacramento, CA 95814.

This position is headquartered at the New Labor Agency Building (NLAB), a newly remodeled high-rise building. Located in the heart of Downtown Sacramento and in close proximity of the State Capitol and the Golden1 Center, this beautiful and modern building provides the following amenities: Break areas, wellness/lactation rooms, coffee points, a fitness center with private showers, a Career Center for EDD Employees, a micro market, building-wide WiFi, an outdoor terrace, bike storage, nearby public transit options, and much more.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
