Job summary

Indra Group USA is seeking a Proposal Manager to lead high-quality proposals in response to RFPs, RFQs, RFIs, and other solicitations in the U.S. and Canada.

You will coordinate cross-functional teams across BD, finance, legal, IT, and vendors to produce compelling, compliant proposals. The ideal candidate has exceptional communication and project management skills, 3–5 years in government contracting or transportation proposals, and experience with cost analysis and proposal automation.

Qualifications

• Bachelor’s degree in Business, Public Administration, Communications, English or related field.
• 3–5 years of experience supporting proposals and bid management in government contracting.
• Experience in transportation systems, tolling, ITS, with knowledge of RFP processes and compliance requirements.

Responsibilities

• Lead end-to-end proposal development from kickoff to delivery.
• Review RFPs and ensure all requirements are addressed with compliance and evaluation criteria.
• Coordinate with cross-functional teams and SMEs to gather content.
• Manage subcontractor inputs, pricing collection, and vendor communications.
• Coordinate with pricing, contracts, legal, and other teams for cohesive proposal packages.
• Support audits and maintain proposal libraries and templates.
• Oversee timely electronic or hard-copy submissions.
• Assist pricing with market value research and Price-to-Win analyses.
