Job summary

Volunteers of America in Alexandria, VA is seeking a Project Director to provide leadership, management and strategic direction for the RESTART Intermediary initiative. This full-time role ensures successful program implementation across sites and with sub-grantees, and compliance with WIOA and DOL requirements.

The position is grant-funded with continuation through December 31, 2029, and offers both on-site and hybrid work options.

Qualifications

• Bachelor's degree required; Master's preferred.
• 7-10+ years of experience managing federal or workforce grants.
• Experience with reentry, justice-involved populations or workforce systems strongly preferred.

Responsibilities

• Providing full-time leadership for grant implementation.
• Overseeing program, launch and execution across all sites and sub-grantees.
• Ensuring alignment with WIOA, RESTART and workforce system integration requirements.
• Managing partnerships with workforce boards, employers, justice partners, training providers.
• Leading sub-grantee oversight, including performance, compliance, and technical assistance.
• Ensuring delivery of services: training programs, career services and case management, supportive services coordination.
