  • Monitor spending limits, including supportive services caps and incentives.
  • Maintain internal controls and audit readiness.
  • Support budget narrative development and cost-per-participant analysis.
  • Collaborate with Project Lead on financial strategy.

Volunteers of America(VOA) is a faith-based, nationwide nonprofit organization dedicated to helping those in need rebuild their lives and reach their full potential. The VOA network includes more than 16,000 full-time professionals empowering 1.5 million people annually through our 29 affiliates in 46 states. We provide hundreds of service programs, including those for seniors and people with disabilities, those experiencing homelessness, and those recovering from addiction. VOA is one of the nation’s most comprehensive human services charities, offering programs for communities, individuals and families.

VOA is seeking a Grants and Performance Manager to work to ensure data integrity, performance tracking and compliance with DOL reporting requirements. The selected candidate will oversee all financial operations of the RESTART grant, ensuring compliance with federal regulations, proper fund allocation and fiscal oversight of sub-grantees.

This position is full-time (40 hours per week) and extends the

opportunity for both On-Site and Hybrid Work Schedules

This position is grant funded and scheduled for continuation through December 31, 2029

Primary Responsibilities

Responsibilities will include: overseeing data collection and reporting across subrecipients, aligning outcomes with WIOA indicators and supporting continuous quality improvement. Other responsibilities will include:

  • Managing grant budget (up to $5M+) and financial planning
  • Ensuring compliance with:
    • 2 CFR 200 (Uniform Guidance)
    • DOL cost principles and funding restrictions
  • Overseeing sub-grantee fiscal monitoring, including:
    • Budget approvals
    • Reimbursement tracking
    • Financial reporting
  • Preparing and submitting quarterly financial reports in cooperation with Senior Director of Grant Management
  • Monitoring spending limits, including:
    • Supportive services caps (≤15%)
    • Incentives (≤5%)
  • Ensuring allowable costs (training, wages, OJT reimbursements, etc.)
  • Maintaining internal controls and audit readiness
  • Supporting budget narrative development and cost-per-participant analysis
  • Collaborating with Project Lead on financial strategy and sustainability
Required Knowledge, Skills & Abilities
  • Strong knowledge of grant compliance, budgeting and audits
  • Experience managing multi-partner or sub-award financial structures
  • Familiarity with workforce or human services funding streams preferred
  • This position is supported by grant and/or contract funding awarded to Volunteers of America, which is subject to renewal by the grantor
  • Continued employment in this role is therefore contingent upon the ongoing availability of this funding and satisfactory job performance
  • Volunteers of America will make reasonable efforts to provide advance notice if funding is not renewed or is reduced, however, there is no guaranteed employment for any specific duration or beyond the availability of grant funding
Qualifications

Education and Experience:

  • Bachelor’s in Finance, Accounting or related field (CPA preferred)
  • 5–8+ years managing federal grants (DOL preferred)
Physical Capabilities
  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods
