United Community Action Partnership, Inc. is seeking an experienced HR Operations leader to oversee HR functions, policies, systems, and budgets at our Willmar, Minnesota location.

The role emphasizes staff development, compliance, and strategic collaboration with leadership. The ideal candidate will hold a Bachelor’s degree in HR or related field and have at least three years in management or supervision, with preferred experience in union contracts and organizational administration.

Qualifications

• Minimum: Bachelor’s degree in Human Resources or a related field, plus three (3) years of experience in management, administration, or supervision or an equivalent combination of education and experience.
• Preferred: Additional experience in human resources leadership, supervision, union contracts, and organizational administration

Responsibilities

• Lead HR Operations: Oversee HR functions, including policies, systems, and budgets, ensuring alignment with organizational goals and compliance requirements.
• Manage & Develop Staff: Supervise and support HR team members through recruitment, onboarding, performance management, and ongoing development.
• Ensure Compliance & Administration: Maintain compliance with employment laws while administering compensation, benefits, and personnel policies.
• Partner with Leadership: Collaborate with leadership to provide guidance on personnel matters and contribute to strategic planning and decision-making.
• Oversee HR Systems & Records: Ensure HR systems, personnel records, and reporting processes are accurate, secure, and up to date
