Job summary

McMillen, Inc. in Boise, Idaho, is seeking an experienced Proposal Manager to lead strategy, content development, and the end-to-end submission of competitive bids.

You will collaborate with business development, operations, and leadership to craft compliant, visually engaging proposals that win work in water resources, infrastructure, and environmental markets. The role requires 8–10+ years of AEC proposal management, strong writing and editing skills, and a proactive, collaborative mindset in

Qualifications

• Bachelor's degree in Marketing, Communications, Journalism, English, Business, PR, or related field.
• 8–10+ years of proposal management experience in the AEC industry.
• Experience leading complex engineering consulting proposals from kickoff through final submission.

Responsibilities

• Lead the development, strategy, coordination, production, and delivery of high-quality proposals and related materials.
• Manage multiple concurrent pursuits with schedules, deadlines, and compliance requirements.
• Facilitate kickoff meetings, establish proposal schedules, assign responsibilities, and drive accountability.
• Collaborate with business development, operations, technical staff, communications, and leadership to develop winning strategies.
• Ensure proposal compliance with client requirements, RFQs, RFPs, SOQs, and procurement regulations.
• Coordinate content collection from internal teams, teaming partners, and subcontractors.
• Edit, proofread, and format technical content for clarity and readability.
• Develop visually compelling proposal layouts and PowerPoint presentations with brand consistency.
• Support interview preparation by coordinating presentation development and rehearsal logistics.
• Maintain proposal assets within Cosential (Unanet CRM).
• Identify opportunities to improve proposal workflows through technology and AI-assisted strategy.
