Job summary

McMillen, Inc. is seeking a Proposal Manager to lead the full lifecycle of complex proposals from strategy through submission.

The ideal candidate has 8–10+ years in the AEC field and will partner with business development, operations, and executives to craft compelling, compliant responses. The role requires strong writing, editing, and project management skills, plus experience with federal pursuits and Cosential/Unanet CRM.

Qualifications

• 8–10+ years of proposal management experience in the AEC industry.
• Bachelor's degree in Marketing, Communications, Journalism, English, Business, Public Relations, or related field.
• Experience with federal proposal development, including SF330 qualifications.
• Experience with Design-Build and other alternative delivery methods.
• Strong MS Office and CRM proficiency (Cosential/Unanet).
• Excellent writing, editing, organization, and project management skills.
• Ability to manage multiple deadlines in a fast-paced environment.
• Ability to leverage AI tools to improve proposal strategy.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of high-quality proposals and related collateral.
• Manage multiple concurrent pursuits with schedules, deadlines, and compliance.
• Coordinate kickoff meetings, assign responsibilities, and drive accountability.
• Collaborate with business development, operations, and leadership on winning strategies.
• Ensure proposal compliance with client requirements and procurement rules.
• Coordinate content collection from internal teams, partners, and subcontractors.
• Edit and format content for clarity and readability; develop layouts and presentations.
• Support interview preparation and production of presentation materials.
• Maintain pursuit assets in Cosential (Unanet CRM).
• Identify opportunities to improve workflows via technology and AI.
