Job summary

McMillen, Inc. is seeking a seasoned Proposal Manager to lead the full lifecycle of strategic bids. You will partner with BD, operations, and leadership to craft compliant, win-ready proposals and presentations that reflect our engineering expertise and client focus.

The role requires 8–10+ years in AEC proposal management, with comfort handling federal/state pursuits and leveraging AI tools to improve efficiency and win rates. Located in Kirkland, WA, on-site work is expected.

Qualifications

• Demonstrated writing, editing, and project management excellence.
• Experience leading complex engineering proposals from kickoff through submission.
• Familiarity with federal proposals and Cosential/Unanet CRM preferred.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of proposals and related collateral.
• Manage multiple pursuits with schedules, deadlines, compliance, and quality control.
• Coordinate cross-functional teams and executive leadership for winning messaging.
• Ensure compliance with RFQs, RFPs, and procurement rules.
• Edit, proofread, format content, and craft visually engaging layouts.
