McMillen, Inc. is seeking an experienced Proposal Manager to join our Marketing team.

The ideal candidate will have 8-10+ years of progressive AEC proposal management experience and a proven track record of leading complex pursuits from strategy through submission. You will manage the full proposal lifecycle, coordinate with business development, technical staff, operations, and leadership to develop compelling, compliant proposals across water resources, hydropower, dams, infrastructure, and

Qualifications

• 8-10+ years of proposal management experience in the AEC industry.
• Experience leading complex engineering proposals from kickoff to final submission.
• Experience with water resources, civil engineering, or environmental disciplines preferred.
• Experience with federal proposal development, including SF330 qualifications.
• Strong MS Word, PowerPoint, Excel, Outlook, and Teams skills.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of high-quality proposals and related marketing collateral.
• Manage multiple pursuits with schedules, deadlines, and compliance requirements.
• Facilitate kickoff meetings, establish proposal schedules, assign responsibilities, and drive accountability.
• Collaborate with business development, operations, technical staff, communications, and leadership to craft winning messaging.
• Ensure proposal compliance with client requirements, RFQs, RFPs, SOQs, and procurement regulations.
• Coordinate content collection from internal teams, teaming partners, and subcontractors.
• Edit, proofread, and format technical content for clarity and readability.
• Develop visually compelling proposal layouts and PowerPoint presentations with brand consistency.
• Support interview preparation and presentation development.
• Maintain proposal assets in Cosential/Unanet CRM.
• Identify opportunities to improve proposal workflows through technology, AI-assisted strategy, and automation.
• Build collaborative relationships across departments and contribute to a high-performing marketing team.
