Job summary

McMillen, Inc. seeks an experienced Proposal Manager to join the Marketing team in Boise. The role leads complex pursuits from strategy through submission and coordinates content with BD, technical teams, operations, and leadership.

You will manage the full lifecycle, ensure compliance, and drive compelling proposals across water resources, dams, and civil infrastructure with attention to deadlines and quality. This is a dynamic, collaborative environment.

Qualifications

• 8-10+ years of proposal management experience in the AEC industry.
• Experience leading complex pursuits from strategy through submission.
• Experience supporting water resources, civil engineering, environmental, infrastructure, or related disciplines.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of high-quality proposals and related materials.
• Manage multiple pursuits with schedules, deadlines, compliance, and quality.
• Coordinate kickoff meetings, schedules, responsibilities, and accountability across teams.
• Collaborate with BD, operations, technical staff, communications, and leadership to craft winning messaging.
• Ensure compliance with client requirements, RFQs, RFPs, SOQs, and procurement rules.
• Coordinate content from internal teams and partners; manage assets in Cosential/Unanet.
• Edit, proofread, and format content for clarity and readability.
• Develop proposal layouts and PowerPoint presentations with strong branding.
• Support interview prep and presentation development.
