This mid-level role emphasizes zero-based estimating, cost optimization, and clear documentation of assumptions to support competitive proposals and successful project execution.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or related field preferred.
• 3–5 years in estimating or cost structuring in water/wastewater.
• Strong analytical skills to interpret specs and plans.
• Excellent written and verbal communication.

Responsibilities

• Collaborate with project managers, engineers, and regional leadership to develop cost estimates.
• Develop zero-based cost estimates for water and wastewater projects.
• Interpret specifications, permits, and SLAs to reflect compliance and cost risk.
• Identify cost optimization opportunities and communicate assumptions clearly.
• Maintain cost databases and templates for pricing reference.
• Engage vendors to verify data and support competitive procurement.
• Contribute to budgeting and financial planning for proposals and execution.
