Job summary

HDR, Inc. seeks a seasoned Principal Program Manager to serve as a trusted advisor to WSDOT and regional partners—leading complex, multiyear transportation programs from strategy through delivery.

This leader will guide planning, environmental, design, construction, and specialty support services; advise on policy, regulatory, financial, and community dimensions; and steer large, multidisciplinary teams to deliver resilient, equitable outcomes for the Pacific Northwest.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Sciences, Planning, Business Administration or closely related field.
• Professional licensure/certifications preferred (PE, PMP, PgMP, CMAA).
• Minimum of ten years in program management with leadership roles on large transportation programs.
• Experience with alternative delivery methods (DB, PDB, CMAR) and integration of complex stakeholder groups.

Responsibilities

• Plan, direct, and monitor all aspects of program execution from planning through design and construction, including alternative delivery.
• Lead multidisciplinary teams; ensure alignment, accountability, and effective communications.
• Advise clients on technical, regulatory, financial, and community aspects; manage risks and escalate issues as needed.
• Develop governance structures, budgets, schedules, and performance metrics for large-scale programs.
