Job summary

Consor is seeking a Senior Traffic Project Manager in the Houston region to lead complex transportation projects from planning and traffic studies through design, implementation, and construction support. You will guide multidisciplinary teams, manage scopes and budgets, and ensure high-quality technical delivery.

You will also mentor staff, drive business development with clients and agencies, and oversee PS&E packages while maintaining schedule and profitability.

Qualifications

• Bachelor of Science in Civil Engineering.
• Professional Engineer (PE) license.
• 15+ years of transportation engineering experience and 5+ years of project management.
• Demonstrated experience managing project scopes, schedules, budgets, and multidisciplinary teams on large-scale roadway or highway projects.
• Experience supporting or leading business development efforts, including proposal preparation, pursuit strategy, and client presentations/interviews.

Responsibilities

• Lead development of project scopes, schedules, and fee estimates.
• Provide oversight and technical direction for complex traffic engineering projects across all phases.
• Manage multidisciplinary teams of engineers, planners, designers, and subconsultants.
• Serve as the primary client contact and maintain clear communication throughout the project lifecycle.
• Drive business development through proposals, pursuits, and client interviews.
• Collaborate with leadership to identify growth opportunities and win new projects.
• Oversee project financial performance, including budget management and risk mitigation.
• Ensure compliance with TxDOT, MUTCD, AASHTO, FHWA, and local criteria.
• Mentor junior staff and build a high-performing traffic engineering team.
