Job summary

Consor seeks a Senior Water Resources Leader in Houston to guide complex water resources and transportation projects from planning through design and construction support. You will coordinate multidisciplinary teams, manage budgets, and ensure compliance with regulatory standards while expanding client relationships and pursuing new opportunities.

Qualifications

• Bachelor of Science in Civil or Environmental Engineering.
• Professional Engineer (PE) license.
• 15+ years of transportation engineering experience, 5+ years in project management.
• Proven ability to manage scopes, schedules, budgets, and multidisciplinary teams.
• Established client relationships and history of winning work with DOT or agencies.
• Experience supporting business development and client presentations.

Responsibilities

• Lead development of project scopes, schedules, and fees in line with client objectives.
• Provide oversight for drainage, H&H analyses, floodplain studies, and PS&E packages.
• Direct multidisciplinary teams to deliver reports on schedule and budget.
• Maintain strong client relationships and ensure effective communication.
• Drive pursuit strategy, proposals, and interviews to win new projects.
• Manage project financials, risks, and regulatory compliance.
