Job summary

GovCIO is seeking a Senior Subcontracts Administrator (Specialist/Lead) to join the Subcontracts Team. The role is fully remote within the United States and focuses on end-to-end subcontract management for programs including proposals, NDAs, teaming, and closeout.

Required qualifications include a Bachelor's (or Master’s) and 8+ years (or 6+ years) of relevant experience, CPSR familiarity, and proficiency with FAR/DFARS and Deltek CostPoint. Salary ranges from USD 110,000 to 130,000 per year.

Qualifications

• Requires a Bachelor's degree in a related field with 8+ years of experience or a Master's with 6+ years of experience.
• Experience complying with CPSR policies and procedures.
• Experience in subcontracting with emphasis on negotiation, administration, and performance management.
• Strong knowledge of federal subcontracting and negotiation techniques.
• Working knowledge of the FAR and DFARS.
• Experience with Deltek CostPoint ERP.
• Experience with proposal support activities.
• Proficiency with Microsoft applications (Excel, Word).
• Strong business acumen, leadership, and multitasking ability.
• Excellent written and verbal communication; ability to interact with executives.

Responsibilities

• Administer full life cycle subcontract management for programs within assigned operations, including proposals, NDAs, teaming agreements, solicitations, evaluations, terms and conditions, awards, administration and closeout.
• Support the VETS sector.
• Develop strategy for competitions and manage subcontractor performance.
• Ensure subcontract files comply with Authority to Operate, contract requirements and policies.
• Collaborate with cross-functional teams to align subcontracting with prime requirements and objectives.
• Monitor supplier delivery and resolve performance/quality issues with leadership.
