Qualifications

• Bachelor's degree in Civil Engineering or Environmental Engineering.
• P.E. license or equivalent licensure for PA submission of plans and permits.
• 10+ years of progressive design experience with land development and permitting.
• Proven ability to lead multidisciplinary teams and manage projects.

Responsibilities

• Lead land development projects from proposal through closeout.
• Develop execution strategies, schedules, budgets, and staffing plans.
• Oversee site grading, SWM/ESC design, and permitting.
• Coordinate cross-disciplinary teams including engineering, GIS, and environment.
• Monitor performance and manage scope, schedule, quality, and costs.
• Assist with contract administration, RFIs, and change orders.
• Ensure safe, high-quality delivery aligned with Woolpert standards.
