Job summary

Woolpert, a leading global architecture, engineering, and geospatial firm, seeks a licensed Site/Civil Project Manager in Pennsylvania to lead land development projects within the Energy & Water Utilities Group. You will guide proposals, schedules, budgets, and multidisciplinary teams to deliver complex site designs.

The role emphasizes client service, risk and quality oversight, and collaboration with private energy clients, municipalities, and review agencies to improve communities.

Qualifications

• Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field.
• Professional Engineer (P.E.) license or equivalent licensure/certification in Pennsylvania.
• 10+ years of progressive design experience with land development projects, including grading, SWM, and ESC design; local and state/federal permitting.
• Proven ability to lead multidisciplinary teams and manage multiple projects concurrently.
• Strong understanding of project controls, risk management, contract administration, forecasting, and resource planning.
• Excellent communication, presentation, and interpersonal skills.
• Strong organizational skills with the ability to prioritize competing demands in a fast-paced environment.

Responsibilities

• Lead land development projects from proposal and planning through execution and closeout.
• Develop project execution strategies, schedules, budgets, and resource forecasts.
• Oversee site grading, SWM/ESC design, permitting, and regulatory closeout.
• Coordinate multidisciplinary teams across engineering, GIS, survey, environmental, and construction support.
• Monitor performance and manage scope, schedule, quality, staffing, and financials.
• Assist with construction administration, including submittals, RFIs, and site inspections.
• Ensure projects are delivered safely and in line with Woolpert quality standards.
