Job summary

Woolpert, Inc. is seeking a licensed Site/Civil Project Manager to join our Energy & Water Utilities Group in Pennsylvania. You will lead complex land development projects, coordinating with multidisciplinary teams and delivering innovative solutions for clients.

The role emphasizes proposal development, schedule and budget management, regulatory permitting, and client relationship building, with a focus on safe, high-quality project delivery in a fast-paced environment.

Qualifications

• Bachelor's degree in Civil Engineering, Environmental Engineering, or related field or equivalent experience.
• Professional Engineer (P.E.) license or equivalent licensure allowing legal submission of plans/permits in Pennsylvania.
• 10+ years of progressive design experience with land development, including grading, SWM, ESC, permitting.
• Demonstrated success managing project scopes, schedules, budgets, and financial performance.
• Strong understanding of project controls, risk management, contract administration, forecasting, and resource planning.
• Proven ability to lead multidisciplinary teams and manage multiple projects concurrently.
• Excellent communication, presentation, and interpersonal skills.
• Strong organizational skills with the ability to prioritize in a fast-paced environment.

Responsibilities

• Lead land development projects from proposal through execution and closeout.
• Develop project execution strategies, schedules, staffing plans, budgets, and resource forecasts.
• Oversee design of commercial sites, including grading and SWM/ESC design and permitting.
• Coordinate multidisciplinary teams across engineering, GIS, survey, environmental, permitting, and construction.
• Monitor project performance and address scope, schedule, quality, staffing, and financials.
• Assist with construction administration including submittals, RFIs, and site inspections.
• Ensure alignment with Woolpert quality standards and client expectations.
• Support growth objectives through BD activities and client relationship management.
