Job summary

GovCIO is actively recruiting a Senior ServiceNow Developer to design, build, and maintain mission-critical applications for HUD while ensuring security compliance and governance. This fully remote role delivers features end-to-end within federal guidelines.

The ideal candidate will lead SDLC activities using Agile, DevSecOps, and modern development practices, collaborate with HUD stakeholders, and help migrate legacy workflows to modern ServiceNow solutions.

Qualifications

• Bachelor’s degree with 12+ years of experience or commensurate experience.
• Demonstrated experience developing and configuring ServiceNow applications for federal civilian agencies, preferably housing, community development, grants management, or public-sector service delivery.
• Proven ability to execute the SDLC using Agile, DevOps, or DevSecOps under HUD IT governance, TMF or similar controls.
• Experience implementing and securing ServiceNow apps per HUD OCIO cybersecurity requirements, DHS/OMB directives, FISMA, and data-protection policies (ATO support).
• Proficiency integrating ServiceNow with external systems used by federal agencies, including grants management, IAM, data warehouses, and HUD cloud environments.
• Translate program office needs into scalable technical solutions; strong collaboration with HUD stakeholders and leadership.
• Ability to manage tasks in fast-paced federal environments while ensuring HUD EA standards and modernization priorities.

Responsibilities

• Develop and configure applications within ServiceNow using App Engine, Flow Designer, and UI Builder.
• Collaborate with stakeholders to translate requirements into scalable, reusable solutions.
• Execute the full SDLC using Scrum, Agile, DevSecOps, Lean, and Waterfall.
• Troubleshoot integration, MID Server, deployment, and defects.
• Apply ServiceNow governance to minimize technical debt and ensure compliance.
• Maintain HUD cybersecurity requirements and federal data protections.
• Produce technical documentation including update sets and product docs.
• Support lifecycle modernization and migration of legacy workflows.
• Provide governance, capability planning, and digital transformation insights.
