GovCIO is seeking a Senior ServiceNow Developer to design, develop, and maintain mission-enabling applications for HUD. This fully remote role requires deep ServiceNow expertise, federal compliance, and experience delivering scalable solutions across SDLC methodologies.

The candidate will implement integrations, secure configurations, and maintain documentation while supporting modernization of legacy workflows in a fast-paced government environment.

Qualifications

• Experience developing and configuring ServiceNow applications for federal civilian agencies, with housing/public‑sector context preferred.
• Ability to execute SDLC using Agile, DevOps, or DevSecOps within HUD IT governance.
• Experience implementing ServiceNow with HUD OCIO cybersecurity requirements and federal data‑protection policies.
• Proficiency integrating ServiceNow with external systems used by federal agencies (grants management, IAM, data warehouses, HUD cloud).
• Ability to translate housing program needs into scalable technical solutions.
• Strong communication with HUD stakeholders and leadership.
• Experience managing tasks in fast-paced federal environments while adhering to enterprise architecture standards.

Responsibilities

• Develop and configure ServiceNow applications using App Engine, Flow Designer, and UI Builder.
• Collaborate with stakeholders to translate requirements into scalable applications.
• Deliver the SDLC using Agile, DevSecOps, Lean, and Waterfall.
• Troubleshoot integration, MID Server, deployment, and defects.
• Apply ServiceNow governance to minimize technical debt.
• Maintain HUD security compliance and federal data protection standards.
• Produce technical documentation and update sets.
• Support lifecycle modernization and migration of legacy workflows.
• Provide platform insights on governance and digital transformation.
