Job summary

Luster National, Inc. is seeking an experienced Safety Manager for our New Jersey-based heavy civil infrastructure programs, including highways, bridges, and transit projects.

The role involves enforcing safety requirements, reviewing site plans, and leading safety governance across multiple contracts. The position calls for 10+ years of construction safety experience, strong knowledge of OSHA regulations, and leadership of safety staff.

Qualifications

• Bachelor's degree in occupational safety and health, safety engineering, construction management, or civil engineering, or related field, or equivalent combination of education and experience.
• 10+ years of construction safety experience on large, complex projects.
• Experience developing/reviewing site safety plans, job hazard analyses, or activity hazard analyses against contract and regulatory requirements.
• Experience conducting field safety audits and inspections, enforcing safety requirements and closing corrective actions.
• Experience with incident investigation and root cause analysis, including follow-up actions and trend reporting.
• Experience mentoring or supervising field safety staff on active construction sites.
• Knowledge of OSHA 29 CFR 1926 and OSHA reporting obligations.
• Familiarity with high-hazard construction activities (excavation, shoring, fall protection, crane/rigging, etc.).
• Experience with safety software (Enablon, Intelex, Procore).
• Proficiency with Microsoft Office Suite.

Responsibilities

• Lead program-level safety governance across concurrent contracts and develop enterprise safety procedures and audit protocols.
• Review site-specific safety plans, job hazard analyses, and activity hazard analyses for conformance with requirements and OSHA regulations.
• Audit contractor safety performance and observe high-hazard activities to confirm controls are in place.
• Drive corrective action through to closure and oversee incident investigations.
• Administer program safety requirements in contracts, including submittals, training tracking, and OSHA reporting.
• Review high-hazard plans (excavation, falsework, crane lifts) and ensure permits are in place before work proceeds.
• Coordinate safety planning across overlapping operations and schedule preconstruction meetings.
• Analyze leading/lagging safety indicators and report trends to program leadership.
